JUSTIFICATION AND APPROVAL

OTHER THAN FULL AND OPEN COMPETITION

1. Identification of the agency and the contracting activity.

This justification is executed by the Naval Medical Research Command (NMRC), Silver Spring, MD, on behalf of the Navy to meet Navy Expeditionary Medical Research requirements.

2. Nature and/or description of the action.

Market research was performed, the results of which are in paragraph 8. This requirement will be posted to the government point of entry in accordance with FAR 5.202.

7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

For the reasons set forth in Paragraph 5, (contracting activity) has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, (NMRC) will assess whether competition for future requirements are feasible.

Text2: The data were obtained from the Internet and through email. Information was obtained through google and GSA searches. There are no other implants commercially available other than through TSE Systems that are compatible with a TSE receiver. Email communication with the company confirmed that the telemeters are of appropriate size for implantation into a rat model, able to sample blood pressure at >500 Hz, and have a battery life allowing data collection for > 3 months. Further, they confirmed that they are the sole worldwide supplier of TSE telemeters.
Text3: The Contracting Officer shall determine the anticipated cost to the Government of the software covered by this Justification and Approval will be fair and reasonable by conducting a price analysis before an award is mage. In addition, the Government anticipated that the negotiated contract price will reflect a discount from the commercial price list and will be determined fair and reasonable.
Text4: NAMRU Dayton requests this purchase be solely sourced to TSE systems. Telemetric implants compatible with the already owned TSE receiver are exclusively sold by TSE Systems.
Text5: NAMRU Dayton presently owns a TSE Stellar telemetry receiver. A currently funded study (Autonomic and overt toxicity of aircraft deicing fluid) needs to acquire intravascular telemetric blood pressure transducers. These telemeters will allow longitudinal collection of arterial blood pressure to derive measures of autonomic blood pressure regulation. Without these implants the study will not be able to provide required data to the sponsor.
