About this file
This document is a Justification for Other Than Full and Open Competition under FAR 6.302-1. It describes the Department of Energy's (DOE) plan to extend the current contract for radiological/non-radiological laundering services at the Hanford site for 6 months, with two 6-month option periods, for a total potential period of performance through November 2025.
The purpose of the contract is to provide direct support to DOE by delivering radiological/non-radiological laundering services essential for the Hanford site cleanup mission. The incumbent provider, Unitech Services Group, is the only known source capable of meeting the requirements, which include wet wash laundry, decontamination, respirator cleaning, and garment mending services. The contract is valued at $5.5 million for the base period, with an additional $750,000 estimated for potential task orders. DOE attempted to solicit other vendors but did not receive any responses indicating capability to perform the required services.

Unitech 6 Month Extension with 2 Options
JUSTIFICATION FOR OTHER THAN FULL AND OPEN
COMPETITION
Department of Energy Office of River Protection & Richland Operations Office
Contract Extension, 6 Months w/ 2 Options Radiological/Non-Radiological Laundering Services
DE-EM0002866/89303918FEM400008
Pursuant to the requirements of the Competition in Contracting Act as implemented by Federal Acquisition Regulation (FAR) 6.3 and in accordance with FAR 6.303-1 (a), “Requirements,” the use of the statutory authority under 41 United States Code (U.S.C.)
§3304(a)(1) is justified by the following facts and rationale required under FAR 6.303-2, Content,” as follows:
1. Agency and Contracting Activity: The U.S. Department of Energy (DOE), Office of Environmental Management (EM), Richland Operations Office (RL).
2. Nature of the Action Being Approved: This sole source action is to extend the current contract continuing the performance of the Hanford radiological/non-radiological laundering services requirement as identified below, through a contract modification with Unitech Services Group. DOE-RL proposes to an award the modification with a firm fixed value of the $5.5 million on an incumbent basis. The period of performance for the contract, if all options are exercised, would be from May 1st, 2024, through November 1st, 2025.
3. Description of Services:
• Option Period 1 POP, if exercised, is May 1st, 2024, through November
1st, 2024.
• Option Period 2 POP, if exercised, is November 2nd, 2024, through May
1st, 2025.
• Option Period 3 POP, if exercised, is May 1st, 2025, through November
1st, 2025.
The purpose of the radiological/non-radiological laundering contract is to provide direct support to DOE by providing radiological/non-radiological laundering services for the implementation of DOE-RL’s cleanup mission. These services are not inherently governmental functions. The scope of these services include:
• Performing wet wash laundry and decontamination services for regulated/non-regulated items, and respirator face pieces, in support of the Department of Energy:
Richland Operations Office (RL), Office of River Protection (ORP), and designated Hanford Site contractors.
• Using commercial nuclear laundry practices in the processing of Hanford Site regulated/non-regulated items, and regulated respirator face pieces. The non-regulated processing meets the normal commercial laundry practices. In addition, respirator face pieces are required to be cleaned to manufacturer's specifications.
• The mending of usable garments including replacing Velcro as well as patching and repairing fabric tears.
• Pickup and drop-off of soiled/laundered garments from individual Closed Loop
Systems (CLS). A CLS is an area, organization, or facility where the regulated and non-regulated laundry, and respirator face pieces are picked up and returned. Each CLS may have multiple pick-up points or be a single pick-up point.
These services are integral and necessary to accomplish the environmental cleanup mission of the Hanford site. The proposed contract award would allow the services to continue through the expiration of the current contract on April 30th, 2024, with a potential performance end date of November 30th, 2025, if all options are exercised.
4. Identification of statutory authority permitting other than full and open competition: The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented in FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
5. Demonstration that the nature of the acquisition requires use of the authority cited: As the cleanup mission of DOE-RL continues there still exists much use for the radiological/non-radiological laundering services that Unitech Services Group has been providing with multiple years of experience in radiological/non-radiological laundering services. In addition, Unitech Services Group Inc. has a laundering facility within a 25-mile radius of the Hanford site providing a local and easily accessible facility with which to complete the requirements of the statement of work while also providing the ability for oversight and quality assurance.
These requirements are not negotiable as providing radiological/non-radiological laundering services to DOE-RL is vital for the health and safety of Hanford personnel. Unitech Services Group Inc. is the only vendor to offer a proposal and would offer a continuity of operations to ensure this vital component of the Hanford mission continues uninhibited.
6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable: A synopsis was posted to SAM.gov on March 5th, 2024, to determine potential capable vendors to fulfill this requirement. No responses were received with capability statements under the appropriate NAICS code showing the interest or ability to perform the services required.
7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable: The anticipated value of the firm fixed price elements of the contract total $5.5 million, based on available funding and historical data. In addition, it is anticipated based on an independent government estimate that the total cost including potential task orders to be awarded would total $750,000.00. The Government’s knowledge of actual costs incurred under the current and predecessor contracts over the previous twenty (20) years provides substantial information to accurately allow the Contracting Officer to determine a fair and reasonable price prior to award of the base and any potential future task orders. In the original award the contract was competed and evaluated at that time for price reasonableness.
8. Description of the market research: Market research was conducted for this action and indicates that there are 23 companies in the state of Washington, under North American Industry Classification System (NAICS) 812332. None of the 23 companies appear to perform any services with radiological laundering nor garment specific mending services similar to this requirement. In addition, long lead times to establish closed loop systems and pickup/drop-off schedules by any apparently qualified contractor would hinder operations and cause delays in the current radiological/non-radiological laundering workload. In addition, without a local facility to perform work within there would be an associated increase in cost and time to perform the work to accommodate transportation of soiled/laundered garments. It is anticipated that this delay would make any non-local laundering facility unfeasible for performance of the statement of work in an acceptable manner. As such, a sources sought notice was posted to SAM.gov on June 5th, 2023, to determine potential capable vendors with which DOE could utilize for potential successful performance under contract. No capability statements were received for work under this NAICS code.
9. Any other facts supporting the use of other than full and open competition:
As stated previously, the burden of establishing a pickup/drop-off schedule with a non-local laundering facility would hinder DOE-RL from continued work and could increase the cost to the taxpayer. Additionally, without a proven track record of laundering radiological laundry, there may exist a potential health risk to Hanford personnel and the local population at large.
10. A listing of the sources, if any that expressed, in writing, an interest in the acquisition: No other vendors expressed interest in the opportunity for award
Only Unitech Services Group Inc was responsive and was deemed capable of providing the full scope of the radiological/non-radiological laundering requirement.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services: Prior to contract expiration, DOE intends to compete an award a follow-on contract to ensure proper competitive acquisitions to the fullest extent possible and continued radiological/non-radiological laundering services.
