About this file

This document is a sole source justification for technical support services and training for mishap, incident, and casualty reporting applications developed by Alan "Snap" Greer for Naval Aviation. The Navy requires comprehensive crisis management solutions to enable key personnel to prepare for and respond to incidents efficiently and in compliance with directives. These proprietary applications have been in use for over four years and are needed to maintain standardized response procedures across Naval Aviation commands. As the developer of the proprietary software and applications, only Integritek LLC led by Alan Greer can provide the required supplies and services to modernize the mobile applications and adapt them to future devices. The contracting office has determined the cost to be fair and reasonable, and no market research or sources sought notice was necessary due to Integritek LLC being the only responsible source. The point of contact is Elysia Allen at NAVSUP Fleet Logistics Center Norfolk.

SOLE SOURCE JUSTIFICATION

1. Identification of Agency and Contracting Activity.

The requiring activity is Commander, Naval Air Force, Norfolk, VA; the contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Dept.

2. Description of the Action Being Approved.

This is a sole source action for the provision of technical support services and training for mishap, incident, and casualty reporting. Current US Navy policy directs non-standardized mishap, incident, and casualty responses and reporting procedures. This results in additional administrative burden for unit commanders as they are tasked with developing and maintaining incident response and reporting protocol. For example, OPNAVINST 5102.1D CH-2, Chapter 1, para 8n says, Commanding Officers shall “Develop a pre-mishap plan, if desired, that describes the actions to be taken should a mishap occur.” Historically, these non-standard response plans have resulted in suboptimal crisis preparation and response.

While on active duty, Alan “Snap” Greer developed a comprehensive methodology of incident preparation and response protocol for Naval Aviation. This system included four iOS-only smartphone applications: one of which is the “CNAF CO Guide.” In October 2020, “Snap” Greer retired from US Naval service. With his retirement, Naval Aviation lost the organic capacity to maintain the smartphone applications with up-to-date contents and adapt to future devices.

Therefore there is existing historical proprietary applications in use by the Government, but due to the circumstances they were not under a previous contract.

3. Description of Supplies/Services.

Naval Aviation Enterprise (NAE) requires comprehensive crisis solutions to enable key personnel across Naval Aviation to prepare for and respond to mishaps, personnel incidents, and casualty response scenarios. These solutions have been in place across Naval Aviation for over four years. CNAF commands depend on existing software applications to further assist with navigating undesirable events efficiently, effectively, and in compliance with applicable directives.

This enhanced and standardized response capability has improved commands' ability to return to operational excellence following a crisis by decreasing leadership administrative burden, increasing command compliance with applicable directives, and positively contributing to command resilience.

Organizations to be supported include:

While on active duty, Alan “Snap” Greer developed a comprehensive methodology of incident preparation and response protocol for Naval Aviation. This system included four iOS-only smartphone applications: one of which is the “CNAF CO Guide.” In October 2020, “Snap” Greer retired from US Naval service. With his retirement, Naval Aviation lost the organic capacity to maintain the smartphone applications with up-to-date contents and adapt to future devices.

“Snap” Greer now works at the Center for Human Capital Innovation (CHCI), a firm that utilizes proprietary software to develop internet-based applications which can modernize the CNAF CO Guide.

CHCI will develop such an application to provide users with the same contents as the legacy CNAF CO Guide application with a similar look-and-feel.

Alan Greer developed and created proprietary software that is needed to continue the functional use of the application.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.

As explained above, requirement is related to proprietary information already in use by the Navy and cannot be used by an alternative source. There is no prior contract history for this requirement as the initial development was during Mr. Alan Greer’s service.

No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than INTEGRITEK LLC to provide the required supplies and services.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, (contracting activity) has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, (contracting activity) will assess whether competition for future requirements is feasible.

Consider the following response to address the results of the sources sought notice:

On April 10, 2023, the Contract Specialist posted a sources sought notice to SAM.gov. The notice closed on April 13, 2023 with zero responses from industry. To date, no other sources expressed an interest in the requirement.

If the responders do not meet the requirements of the Government, consider the following:

There was no response to the sources sought posted related to the instant requirement.

Furthermore, market research has determined that INTEGRITEK LLC can meet the government’s minimum needs.

If the requirement to post a sources sought synopsis was waived, then include the following:

Not applicable.

If the requirement is a non-competitive follow-on previously awarded on a non-competitive basis, provide the special documentation requirements as identified in DFARS 213.501.

Not applicable. The instant requirement is a new requirement.

Address any specific actions cited in the previous justification and how the planned actions were completed.

Not applicable.
