About this file
This is a Justification for Other Than Full and Open Competition (FAR 6.302-1) issued by the Defense Logistics Agency (DLA) Weapons Support (Columbus).
DLA Weapons Support is acquiring spare parts for a Semi-Trailer 40T Low Bed weapon system through a non-competitive procurement. The required item is a Chain, Assembly, Tire (NSN 2540-12-408-4138) with a quantity of 168 pairs plus a 100% option, resulting in a potential total of 336 pairs. The acquisition is a firm-fixed-price contract with fixed quantity and 100% option. The approved sole source is RUD Ketten Rieger U. Dietz GMBH U. (CAGE D3800), justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1 (AMC 3), as the data needed to acquire this part competitively is not physically available. The contracting officer certified that the estimated cost will be fair and reasonable based on price analysis and historical pricing comparisons. Market research efforts included a Sources Sought Notice posted to SAM.gov on February 9, 2026 (yielding no responses), a market survey conducted January 22, 2026 that contacted two vendors (KAMPI Components and RUD Ketten), and a general internet search and procurement history review (both yielding no alternative sources). KAMPI Components indicated interest as a dealer but stated it would work through the approved sole source manufacturer. The solicitation will be synopsized on February 27, 2026 for 15 days and posted to the DLA Internet Bid Board System for 30 days. The justification includes DLAD Procurement Note L04 allowing alternate offers and encouraging vendors to submit Source Approval Request Packages. Approval authority is the Contracting Officer for acquisitions not exceeding $900,000.
