About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document from DLA Land and Maritime for the acquisition of 20 Filter Element, Intake Air Cleaner units (NSN 2940-15-028-9201) for the Amphibious Combat Vehicle (ACV) weapon system. The justification cites 10 U.S.C. 3204(a)(1) for limited competition due to availability from only one or limited sources.

IVECO Defence Vehicles S.P.A. (CAGE A4249) and UFI Filters SPA (CAGE A4408) are identified as the only known sources with necessary technical data rights. The item is determined to be non-commercial based on market research. Seven vendors were contacted during market surveys conducted in May 2024, with Pioneer Industries LLC, S I T Corporation, JGILS LLC, and BHPE LLC responding but unable to fully meet requirements. The acquisition will be synopsized for 15 days and then solicited on DIBBS for 30 days. The contracting officer will determine fair and reasonable pricing through analysis of historical data, PPI, and learning curve analysis. The total value is under the $750,000 threshold requiring only contracting officer approval.
