About this file
This is a Justification for Sole Source document supporting a non-competitive procurement by the Naval War College (NWC) for a Washington Post Online subscription renewal.
The procurement (Purchase Request N00124PR00178) is restricted to WP Company LLC under CAGE Code 73EU7 for a supply acquisition. NWC is renewing an IP-authenticated, cloud-based online electronic resource discoverable through the Primo online catalog. The requirement includes a base period from 09/29/2026 through 09/28/2027, followed by four optional one-year periods extending through 09/28/2031. The justification establishes that no substitutes are available and competition is precluded under FAR 12.102(a). The sole source justification cites three primary factors: (1) system compatibility—the resource is specifically configured to work with NWC Library's existing electronic library management systems including Alma LSP, Primo discovery system, and Springshare library software; (2) established reliance—the library has subscribed for several years with significant librarian investment in cataloging and configuring online access for both on-campus and off-campus patron access; and (3) proprietary restrictions—WP Company LLC owns and maintains the proprietary data with no authorized resellers or subsidiaries, and no alternative systems available on the open market meet the government's needs. Prior market research through mandatory sources (UNICOR, AbilityOne, and GSA) yielded negative results. The document confirms that the requested supplies represent the minimum requirements of the government.

software.
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
The NWC Library has subscribed to this online information resource collection for several years and is a resource that our student and faculty rely on for their information needs. Additionally, the librarians have invested time and expertise in cataloging and configuring online access so that this collection is available to our patrons via our online catalog Primo whether they are on campus or off campus.
A patent, copyright or proprietary data limits competition.
The proprietary data is owned and maintained by WP Company LLC. Washington Post does not have any authorized resellers or subsidiaries capable of providing the requested software. There are no other known systems available on the open market that meet the needs of the government.
