Primary POCs:

Gun range is required to conduct weapons qualifications and sustainment training required for security purposes and the range is a continuous need. The services for the base period shall begin 8/12/2024 and shall end on 8/11/2025 (12 months).

Submarine Readiness Squadron Thirty Two (SRS32) is an Echelon 5 Command under the administrative control Submarine

Forces Atlantic (SUBLANT). SRS32’s mission is to conduct training and instruction in the doctrine, tactics, and techniques of

Submarine Warfare.

To meet mission requirements, SUBMARINE SQUADRON 2 requires the following:

- 77 range visits for weapons qualifications and sustainment training for 450 Sailors.

- Timeframes required are Monday through Friday, 0800-1600

- Range shall allow for the qualifications of M-9 pistol, M-18 pistol, M-500 shotgun, and M-4 rifle.

- Range shall allow for conducting practical weapons course for M-9. M-19, M-4 weapons (indoor low-level light conditions).

- Sailors must be allowed to collect all brass at conclusion of each session/day.

- Vendor shall be located within a 30 mile radius of Portsmouth Naval Shipyard, Kittery, Maine 03904, due to the transportation of Sailors and firearms over requested distance.

- Units will be providing ammunition, guns, and targets.

o Weapons to be utilized are the Beretta M-9 pistol, Sig Sauer M-18 pistol, Mossberg M-500 shotgun, Colt M-4 rifle.

o Ammunition to be utilized are 9mm pistol rounds, 00 buckshot 12-guage shotgun shells, 5.56mm rifle rounds.

- The Government will provide a Small Arms Maintenance Instructor (SAMI) who will be responsible for qualifying Sailors at each gun shoot. No civilian instructors shall be required for instructors qualifying

Sailors

- SAMIs will be following OPNAVINST 3591.1 (Series) to conduct course of fire for weapon qualifications and utilization of the range.

- The range itself is all that will need to be provided.
