About this file
This is a Justification for Sole Source acquisition document for a service contract below the $250,000 simplified acquisition threshold. The Naval Submarine Medical Research Laboratory (NSMRL) is procuring sequencing and gene expression analysis services from Yale University's Center for Genome Analysis (YCGA) located in West Haven, Connecticut. The contract is being awarded on a sole source basis to investigate potential biomarkers associated with behavioral responses indicative of cognitive fatigue to inform interventions for improving warfighter health and performance during operational deployments.
The required services include RNA-seq library prep Poly A (300 units at $120.00 each totaling $36,000.00), NovaSeq X Plus 25B 2x150 sequencing at 25 million reads per sample (2.67857 units at $3,830.00 each totaling $10,258.92), Small Batch Analysis (1 unit at $1,117.00), and Large Batch Analysis (3 units at $841.00 each totaling $2,523.00). The estimated total contract cost is $49,898.92 with a service completion date of June 30, 2026. The justification cites that Yale YCGA is the only source capable of satisfying NSMRL's requirements because the services must align with government-approved research protocols and statistical parameters specific to NSMRL, the contractor possesses existing research data and protocols from the predecessor contract N0018925PG031, physical proximity minimizes sample degradation risk, and using any other vendor would compromise the integrity of the ongoing research data. NAVSUP Fleet Logistics Center, Norfolk Contracting Department approved the sole source determination on January 15, 2026.

Description of the supplies or services required, the estimated price/cost, and required delivery date.
NSMRL requires the following sequencing and gene expression analysis services to facilitate the investigation of potential biomarkers associated with behavioral responses indicative of cognitive fatigue. Results of this investigation will help inform interventions to improve warfighter health and performance during operational deployments.
Services include:
RNA-seq library prep Poly A 300 Units @ $120.00 (Total Price $36,000.00)
NovaSeq X Plus 25B 2x150 (25M reads/sample)
2.67857 Units @ $3,830.00 (Total Price $10,258.92)
Small Batch Analysis 1 Unit @ $1,117.00 (Total Price: $1,117.00)
Large Batch Analysis 3 Units @ $841.00 (Total Price: $2,523.00)
Estimated Total Cost: $49,898.92 Estimated Service Completion Date: 30 June 2026
In conclusion, the requested services represent the minimum requirements of the government.
Describe in detail why only this source can furnish the requirements to the exclusion of other brand name sources.
(what specific characteristics of the supplies or services limit the availability to a Brand Name Source (e.g., unique features, function of the item, etc.)?)
The requested Genome Analysis (RNA sequencing and gene expression) services are within Naval Submarine Medical Research Laboratory (NSMRL)’s research parameters and are specifically provided by Yale University only. NSMRL requires RNA-sequencing and gene expression-related analysis-based services in which NSMRL-collected data can be processed and evaluated in accordance with protocol specifications. These analyses and services provide data preparation and quality controls to generate sequence reads, read processing for quantifying gene expression over time, identification of significant changes in gene expression over time, and inferences of biological processes potentially related to such changes.
The company does not have any subsidiaries, partnerships, or distributors that manufacture, sell their services. Although other companies perform Genome Analysis within the open market, NSMRL must use Yale University, Center for Genome Analysis for their RNA extraction and sequencing experiments to analyze the data using the correct collaborations maintained by Yale University. To obtain correct, accurate, and complete data for research pertaining to cognitive fatigue risk prediction using genetic and epigenetic factors, this service is required. No other known company to date will be able to satisfy the government’s needs within our research parameters.
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
The Yale Center for Genome Analysis (YCGA) provides high-quality data output and a high degree of flexibility, specificity, and granularity when conducting analyses as required by NSMRL protocols. YCGA has provided similar services and fulfilled study parameters (including those of the preliminary stages of the current effort) as required by previous NSMRL projects. Continuity of these services into current project efforts provide consistency across data and methodology.
Moreover, as evidenced by previous collaborations with YCGA, YCGA’s physical proximity to NSMRL facilitates transporting samples for analysis and minimizes the risk of sample degradation that provides researchers with higher quality data that is delivered on a timelier basis within project timelines. The requested services are needed for data acquisition and processing for the ongoing study. The requested RNA-sequencing/gene expression analysis services are within government approved statistical research parameters that are specifically provided only by Yale University.
These are "direct replacement" parts/components for existing equipment.
A patent, copyright or proprietary data limits competition.
Yale University Center for Genome Analysis (CAGE 4B992) is a large business and the incumbent vendor to previous contracts and studies. Contract N0018925PG031 was the initial Genome Analysis (RNA sequencing and gene expression) Service experiments for the current ongoing study. Yale University already has possession of government approved research data and protocols that support Naval Submarine Medical Research Laboratory (NSMRL)’s ongoing studies.
Other information to support a Sole Source Action:
Procuring services from a vendor other than Yale University Center for Genome Analysis will compromise and negatively skew the integrity of research data collected. No other known vendor to date can satisfy this Government need. This is a logical follow-on procurement to Contract N0018925PG031 in support of the NSMRL’s ongoing research.
I CERTIFY THAT THE INFORMATION PROVIDED ABOVE IS COMPLETE AND ACCURATE TO THE BEST OF
