About this file

This is a Justification for Sole Source document (Document number 1301272568) for a simplified acquisition under $250K being processed by NAVSUP Fleet Logistics Center, Norfolk Contracting Department. The document justifies a sole source service contract for the packaging, transportation, and installation of a 38-foot long, 73-year-old racing shell at the United States Naval Academy Museum, with a required delivery date of August 22, 2025.

The justification is based on the unique requirements associated with handling this historically significant racing shell from the Navy's 1952 Olympic gold medal-winning crew team. The contractor must possess specialized capabilities including: ability to pack and crate an object of unusual size and shape, transport from New York to Maryland, utilize specialized rigging equipment for complex museum installation including ceiling suspension, and complete the work within a six-week timeline due to storage constraints at the New York donation site. The document indicates that only one qualified vendor meets all these requirements for professional art handling services, though the contractor name and estimated cost are redacted. The sole source is justified under FAR 13.106-1(b)(1)(i) as only one source is reasonably available due to the specialized nature and compatibility requirements of the service.

Source Selection Information – See FAR 2.101 and 3.104

The shipped item is unique in both size and nature. It is 38 ft. long and dates to 1952 when it was used by the Navy’s 1952 Olympic gold medal-winning crew team. Because of its size and delicacy, there are several crucial considerations associated with this effort:

1) The vendor must be able to pack/ crate an object so large and uniquely shaped.

2) The vendor must be able to transport this object from New York to Maryland.

3) The vendor must have specialized rigging equipment and be able to install the object at the United

States Naval Academy Museum immediately upon delivery. Installation will be complex and will include suspending it from the ceiling of the Museum.

4) Because the object is so large and difficult to store, the donating entity in NY needs to have it removed from their premises within six weeks, so the vendor must be local to NY and must also be able to meet this timeline.

Due to the customization required and the expansive range of skills and capabilities associated with this transport and installation service, a company dedicated to professional art handling is essential. is the only qualified vendor to meet all of these requirements.
