NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD to HealyKohler Design; THIS
IS NOT A REQUEST FOR QUOTATIONS.
The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA 23511-3392, intends to negotiate a firm fixed price contract for the procurement of a Museum Exhibit
Planning and Conceptual Design, utilizing the procedures under FAR Part 13, Simplified
Acquisition Procedures. The Government intends to solicit and negotiate with only one source, Healy Kohler Design, Washington, DC, 20011. The statutory authority for other than full and open competition is FAR 13.106-1(b), only one responsible source has been identified to satisfy the requirement. HealyKohler designed the National Museum of the American Sailor’s Master
Concept Design Plan. The plan serves as the “master functional plan” for all of the museum’s key exhibits on its first deck. The museum requires that HealyKohler continue to design the project as there is strong need to reproduce all the details in the Age of Steel exhibit. The exhibit must be detailed and engineered to fit the pre-existing architecture exactly as not to do any damage to the original historical existing Building 42 structure. As a result, HealyKohler is the only source identified to provide this service.
The applicable NAICS code for this requirement is 712110, Museums, with a business size standard of $34 Million.
