Retaining Windstream as the US Naval Academy’s dial tone provider eliminates additional costs required for installation, provisioning and cutover of a new PRI & SIP circuits and number porting. Some of these additional costs that must be factored into a new installation are:

- Worked involved on a Cut Over plan (both USNA employees and the new vendor would be involved with this plan).

- Installation costs for SIP circuits

- Provisioning and number porting of USNA’s DID number blocks

- Circuit testing (labor)

- Cost of CPE (Customer Premises Equipment) procurement, installation, and configuration

- PIC Configuration

The following are provided as potential examples of reasons to support soliciting from a single source. If these items do not apply, the check-a-blocks may be deleted from the document. The user should include the appropriate rationale for the selected item(s).

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

USNA’s current Long-Distance provider is currently supporting Primary Rate Interface (PRI) call paths and does not support the transition of .EDU networks to SIP trunking. Additionally, USNA is directed to migrate all TDM technology that relies on legacy commercial infrastructure which has reached end-of-life, to IP-based services prior to the expiration of their current contract for legacy services and no later than March 2025, per the enclosed DOD CIO memo dated 10/18/21. USNA has previously cut over local dial tone services from PRI circuits to Windstream’s SIP circuits outlined in section 4.6.1 of the standing work statement. Upon contract award and successful cutover of long-distance and international dial tone services, Windstream will be the central dial tone provider for all USNA SIP dial tone services. Attempting to switch long distance providers to a provider other than Windstream would incur additional infrastructure, labor, and material cost to set up and configure additional border routers and network gateways in order to support separate and simultaneous SIP data paths. Cutting over the current long-distance PRI paths to Windstream SIP is a seamless transition with no hardware or infrastructure changes necessary as all services will be under the same provider.
