About this file
This is a Justification for Urgency of Need Procurement document for sole source acquisition under simplified procedures (MPT to SAT).
The Naval History and Heritage Command Detachment Boston (NHHCDB) is procuring mobile crane rental services on an urgency of need basis, precluding full and open competition per FAR 12.102(a). The procurement is restricted to Wood's CRW Corp. (CAGE Code 3CXG9) as the sole source vendor. The requirement is for rental of a LINKBELT Crane Model RTC80130 to maintain operational readiness while NHHCDB's primary in-yard crane undergoes maintenance inspection. The justification emphasizes that Wood's CRW Corp. is the only certified OEM-approved vendor in the area capable of urgently providing an identical replacement crane model. The rental services will support SAIL 250 repairs and preparations for USS Constitution, along with the Navy's 250th Anniversary celebration. The contract includes a one-month base period (14 April 2026 – 13 May 2026) and two two-week option periods (14 May 2026 – 27 May 2026 and 28 May 2026 – 11 June 2026). The document asserts that alternative crane models would require additional trained operators and unnecessary government expenditure while jeopardizing operational readiness. The justification cites urgent timeline requirements and potential catastrophic consequences to mission objectives if the action is not immediately implemented, with references to potential peripheral damages if service lapses occur.

Text version
Source Selection Information – See FAR 2.101 and 3.104 specifically certified OEM that has been certified and approved by LINKBELT and meets the NAVFAC, Navy Crane Center requirements. Wood’s CRW Corp. has been servicing NHHCDB’s LINK Belt Crane since it was obtained and are the only known responsive vendor in the area able to urgently provide a rental replacement of the same model LINKBELT Crane that NHHCDB currently uses.
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
NHHCDB staff are currently trained to operate the LINKBELT Crane Model RTC80130. Rental of the same model LINKBELT Crane is required as attempting to use a different model crane would require an operator, necessitating additional unnecessary Government funds of up to while also jeopardizing operational readiness for the Navy’s 250th.
Other information to support an urgency of need action:
The rental of a LINKBELT Crane Model RTC80130 has to meet the urgent timeline of starting performance on 14 April 2026. If the urgent need is not immediately addressed the lapse in service will cause serious injury to the Government’s overarching mission objectives. Attempting to utilize another vendor is not a reasonable option due to the unique and urgent need for an operational LINKBELT Crane (Model RTC80130). If this action is not in place today the results would be catastrophic to the operational readiness of NHHCDB’s and would cause a material failure to the Navy’s 250th celebration and could cost the Government up to in peripheral damages.
