About this file

This document is a Justification for Brand Name procurement for a Formlabs Selective Laser Sintering (SLS) 3D printer for the United States Naval Academy (USNA) Engineering, Computing, and Weapons (ECW) Makerspace Additive Manufacturing Lab. The solicitation is for a specific Formlabs Fuse 1+ 30W Printer system, including a build chamber, printer stand, and sift unit, with a total quantity of four items. USNA is seeking this specialized 3D printing system to support advanced additive manufacturing research and academic instruction, with specific requirements including compatibility with existing infrastructure, a 30-watt laser for high-resolution fabrication, benchtop size suitable for academic environments, closed-loop powder handling, and a fully integrated software ecosystem.

The procurement justifies the brand-specific request by emphasizing unique compatibility needs with their existing Formlabs SLS machine, including interchangeable build chambers and seamless integration with current post-processing equipment. Market research concluded that only Formlabs offers a system meeting their precise specifications, with alternative industrial-scale SLS systems requiring significant infrastructure upgrades and being unsuitable for an educational setting. The document notes that authorized resellers are available, and the procurement is being conducted as a sole-source acquisition under simplified acquisition procedures, with the goal of purchasing the system by the end of May to have it operational before the fall academic term.

Description of the supplies or services required, the estimated price/cost, and required delivery date.

The United States Naval Academy (USNA) Engineering, Computing , and Weapons (ECW) Makerspace Additive Manufacturing Lab requires the procurement of a high-precision Selective Laser Sintering (SLS) 3D printer to support advanced additive manufacturing testing and research. This system includes a powder recovery/post-processing unit, compatible engineering- grade thermoplastics, associated software, and required accessories to support academic research and instructional use within a university laboratory environment.

The complete cost of this system is $xx,xxx.xx to include shipping. USNA is looking to purchase this system by the end of May to provide sufficient time for it to arrive and to be able to set it up before the fall term begins so that students and faculty can use this equipment for their research projects this coming academic year.

The following are provided as potential examples of reasons to support soliciting from a single source. If these items do not apply, the check-a-blocks may be deleted from the document. The user should include the appropriate rationale for the selected item(s).

The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

USNA currently operates a Formlabs SLS machine, and this purchase would be their second unit. Therefore, the new system must be fully compatible with the existing infrastructure. Critically, USNA will be interchanging build chambers between the two machines. Additionally, the new unit must integrate seamlessly with the current post-processing setup, including the sensors, laser cassettes, and slicing software. These are highly specific and non-interchangeable components, making compatibility an essential requirement. Anything other than the Formlabs model indicated above will result in unnecessary costs and negative performance.

Justification - After conducting market research, it has been determined that only one manufacturer offers a SLS 3D printing system that meets the specific needs of the institution. Anything other than the Formlabs model indicated will result in unnecessary costs and negative performance. The required systems must provide:

- Compatibility with other systems and stock material at USNA ECW MakerSpace lab

- A 30-Watt laser for high-resolution, functional part fabrication

- Benchtop footprint suitable for academic lab environments

- Closed-loop powder handling and recovery system for material reuse and safety

- Compatibility with nylon-based engineering thermoplastics

- Capable of printing with an inert chamber

- Fully integrated software ecosystem to support consistent print quality, efficient workflows, and safe student operation

Other SLS systems on the market that match this performance level are industrial-scale, requiring significant infrastructure upgrades (e.g. three-phase power, dedicated HVAC, high ceilings) significantly greater acquisition and operating costs, and are not appropriate for deployment in an educational environment and do not fit into the lab’s current SLS material and post processing infrastructure.

The requested system is uniquely suited for academic use due to its compact form factor, material capabilities, and integrated workflow - all of which are essential for enabling faculty research and hands-on student training in additive manufacturing and advanced prototyping. No other benchtop system provides this combination of features and ECW MakerSpace integration.

The SLS 3D printing system must be compatible in form, fit, and function in order to connect with existing system.

Formlabs, Inc. manufactures the SLS 3D printing system and there are authorized resellers for the item.

In conclusion, procuring under a brand name solicitation would be the best benefit for the Government.

Vendors are obligated to provide authorized resellers letters to the Government to ensure that the items received will interface appropriately with the existing systems. Market research has shown there are authorized resellers to provide the SLS 3D printing system. With that, it is within the Government’s best interest to solicit the requirement as a brand name requirement with no restrictions.
