About this file

This is a Statement of Work (SOW) for heavy lift crane rental services required to extract a partially sunken Navy Standard intermediate causeway Side Loadable Warping Tug (SLWT) barge from Naval Station Rota, Pier 4, Spain.

The Contractor must provide two (2) certified mobile cranes with rated capacities between 400 and 500 metric tons, certified crane operators, qualified riggers, and all specialized rigging equipment (slings, spreader bars, shackles) to execute a tandem lift operation. The work is scheduled for a single-day operation during the second week of August. The SLWT barge has a dry weight of 142,500 lbs (64.6 metric tons) and an estimated wet weight of approximately 165,000 lbs (80 short tons) due to flooded pilot house and water retention in 42 ballast tanks. The primary course of action (COA 1) involves a simultaneous tandem lift to raise the barge from 35 feet of seawater, holding it above the waterline to allow gravity drainage, then placing it on Pier 4. A fallback plan (COA 2) coordinates with Government-furnished US Navy divers to pre-dewater the vessel if the wet weight exceeds safe tandem lift parameters. The Contractor must submit a detailed Rigging & Crane Lift Plan five (5) business days prior to mobilization and daily activity logs by 08:00 AM following operations. All personnel must satisfy military base access requirements with documentation submitted ten (10) business days prior to mobilization. The contract is firm-fixed-price and includes all mobilization, setup, travel, lodging, per diem, demobilization, and transport costs. The Government furnishes technical crane drawings, Navy dive team support (under COA 2), and site access; the Government does not provide cranes, rigging gear, or operators. All technical data, lift plans, reports, drawings, and photographs generated become unlimited Government property.

STATEMENT OF WORK (SOW)

PROJECT: SIDE LOADABLE WARPING TUG (SLWT) LIFT OPERATION

LOCATION: NAVAL STATION (NAVSTA) ROTA, PIER 4

GENERAL INFORMATION

1.0 Scope of Work

The Contractor shall provide heavy lift crane rental services, certified crane operators, and specialized rigging equipment to execute the tandem lift extraction of a partially sunken Navy Standard intermediate causeway Side Loadable Warping Tug (SLWT) barge.

The Contractor shall mobilize, set up, and operate two (2) mobile cranes with rated capacities between 400 and 500 metric tons for a single-day operation scheduled during the second week of August. The Contractor shall supply all associated rigging gear (including slings, spreader bars, and shackles) required to execute the tandem lift safely and place SLWT on Pier 4.

The Contractor shall include the cost of both cranes, operators, and rigging accessories in the total firm-fixed-price proposal.

2.0 Background

On 24 May, the NAVSTA Rota Port Operations SLWT took on water due to heavy Levante winds and partially sank at Pier 4. The SLWT is currently secured to the end of Pier 4, with the aft end underwater and resting on the sandy/silty seafloor at a depth of approximately 35 feet of seawater (fsw).

The vessel consists of a steel hull composed of three center modules (each 8 ft x 40 ft) and six end rake modules (each 8 ft x 20 ft), with a total length of 85 feet (approximately 26 meters) and a dry weight of 142,500 lbs (approximately 64.6 metric tons). A flooded pilot house and water retention in the 42 independent ballast tanks must be accounted for during the initial lift, which increases the total wet weight to approximately 165,000 lbs (80 short tons).

To execute this extraction safely and protect base infrastructure, Port Operations requires two high-capacity mobile cranes (400-500 tons) to perform a tandem lift from Pier 4, stabilize the load to allow water drainage, and place the vessel on the pier.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks

The Contractor shall provide certified crane operators, qualified riggers, support personnel, two (2) certified mobile cranes (400-500 ton capacity), and rigging gear. The Contractor shall perform the following specific tasks:

3.1 Heavy-Lift Crane and Rigging Provision

• Crane Mobilization: The Contractor shall mobilize two (2) certified mobile cranes, each possessing a rated lift capacity between 400 and 500 metric tons, to Pier 4, NAVSTA Rota. The mobilization, assembly, and setup of both cranes shall be completed to align with the scheduled single-day execution window during the second week of August.

• Crane Operators: The Contractor shall provide certified, experienced crane operators to perform the simultaneous tandem lift.

• Rigging Accessories: The Contractor shall calculate, select, and supply all rigging gear rated to support the dynamic load of the barge, including the dry weight of 142,500 lbs plus the weight of retained water. The rigging gear shall include certified slings, spreader bars, and shackles. The rigging plan shall utilize double 30-ton slings basketed to a 75-ton shackle at designated crane pick points.

• Site Verification: The Contractor shall verify the working radius and pier load-bearing capacity limitations using the technical crane drawings provided by NAVFAC to ensure safe positioning.

3.2 Tandem Lift Salvage Maneuver Execution

3.2.1 Course of Action 1 (COA 1) - Tandem Lift and Gravity Dewatering (Primary Plan)

• Tandem Lift: The Contractor shall execute a simultaneous tandem lift using the two

(2) Contractor-furnished 400-500 ton cranes to raise the SLWT barge from the water.

• Topside Dewatering Hold: The Contractor shall hold the suspended load at a safe elevation above the waterline to allow entrapped water to gravity drain from the hull and pilot house into the harbor.

• Placement: Once the vessel is sufficiently drained and the load stabilizes within safe crane operating parameters, the Contractor shall pivot the cranes and deposit the SLWT barge onto the concrete surface of Pier 4.

3.2.2 Course of Action 2 (COA 2) - Lift of Pre-Dewatered Vessel (Fallback Plan)

• Alternative Execution: If the combined wet weight of the barge exceeds safe tandem lift parameters under COA 1, the alternative plan (COA 2) shall be activated.

• Coordination: The Contractor shall coordinate the lift timing with the Government-furnished Navy Dive Team (MDSU / MU8 / FDRMC). Under this COA, the Navy divers will perform underwater patching and use topside air compressors and trash pumps to empty the ballast tanks and restore partial buoyancy before the lift is executed.

• Lift Execution: Once the Navy Dive Team confirms the hull is cleared of water, the Contractor shall execute the tandem lift and place the barge on Pier 4.

• (Note: All underwater tasks are Government-Furnished Services performed by US Navy divers).

4.0 Government Furnished

The Government will provide the following assets, information, and services to support the execution of this contract:

• Government-Furnished Information (GFI): Technical crane drawings outlining Pier 4 dimensions and the Navy Standard Intermediate Causeway Salvage CONOP document.

• Government-Furnished Services (GFS): Under COA 2, the Government will provide certified US Navy divers (MDSU / MU8 / FDRMC) to execute all subsurface tasks, including underwater hull inspection, patching of ballast tank breaches, and the underwater installation of lift bags or hose connections.

• Site Access: Escorted access to Pier 4 and the designated DRMO yard.

(Note: The Government will not provide cranes, lifting/rigging gear, transport vehicles, or crane operators. The Contractor shall furnish all operational machinery, crane assets, transport logistics, and personnel required for the lift and subsequent transport).
