PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT (PWS)

Research Support Services Contract with Kintampo Health Research Center for Surveillance of Tick and Mosquito-borne Infections

Part 1

GENERAL INFORMATION

1. GENERAL: This is a non-personal services contract for the provision of support in vector-borne disease surveillance at the Kintampo Health Research Center (KHRC). The U.S. Naval Medical Research Unit EURAFCENT (NAMRU EURAFCENT) and the U.S. Government will not supervise or direct the contract service providers performing these services. The service providers will be accountable solely to the Contractor, who remains responsible to NAMRU EURAFCENT and the U.S. Government.

1.1. Description of Services/Introduction: The Contractor shall furnish all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, consumables, and non-personal services required to conduct vector-borne infection surveillance in the Bono East Region of Ghana, as outlined in this Performance Work Statement (PWS). The Contractor may be provided with certain government-furnished property and services as specified. All work shall be performed in accordance with the standards set forth in this contract.

1.2. Background:

1.2.1. In tropical and subtropical regions, ticks are important vectors of disease and contribute significantly to economic losses by compromising both the health and productivity of livestock. Among the nearly 50 tick species endemic to Africa that infest domestic animals, the genera Amblyomma, Hyalomma, and Rhipicephalus pose the greatest threat to livestock health. These ticks can transmit various pathogens, including Crimean-Congo Hemorrhagic Fever (CCHF), Alkhurma Hemorrhagic

Fever (AHF), Q fever (caused by Coxiella burnetii), rickettsial diseases (caused by various obligate intracellular, Gram-negative bacteria), and potentially other infections of public health concern.

Previous research conducted by NAMRU EURAFCENT has identified exposure to CCHFV in slaughterhouse workers and the presence of CCHFV-infected ticks in Ghana's Ashanti Region.

Despite these findings, the broader threat posed by vector-borne pathogens across Ghana remains largely undefined. This initiative aims to assess the prevalence of vector-borne diseases to better understand the associated public health risks within Ghana and the broader West African region, and to provide critical data to inform Combatant Commands (COCOMs) about emerging infectious disease threats.

To support this objective, vector samples are required from geographically diverse regions across Ghana. The Kintampo Health Research Center (KHRC) has been selected as a key study site due to its strategic location, proven capabilities, and infrastructure necessary to carry out the tasks outlined in this Performance Work Statement (PWS).

1.3. Objectives: The overall objectives of the surveillance efforts and for which the contractor shall provide services are as follows:

1.3.1. To collect and perform entomological identification of ticks and mosquitoes from livestock.

1.3.2. To identify and determine the dominant tick and mosquito vector species present in the Bono East

Region of Ghana.

1.4 Tasks: The Contractor shall perform the following tasks to support vector surveillance activities:

1.4.1. Collect mosquitoes and ticks from designated field sites, as mutually agreed upon by NAMRU-

EURAFCENT and the Contractor. The Contractor shall ensure the collection of 50 to 5,000 mosquitoes and 20 to 800 ticks per quarter.

1.4.2. Ensure proper procedures for sample collection, labeling, handling, storage, and transportation.

Samples shall be transported daily to the KHRC laboratory for temporary storage until they are ready to be shipped to the Noguchi Memorial Institute for Medical Research (NMIMR) for further analysis.

1.4.3. Perform accurate entomological identification of all collected vector specimens.

1.4.4. Implement standardized procedures across all study sites and coordinate the supervision of surveillance staff at each location.

1.4.5. Recruit and train staff necessary for study activities. Training must cover research ethics, field sample collection, and entomological identification of vectors.

1.4.6. Maintain consistent communication with the NAMRU EURAFCENT Point of Contact, the

NAMRU EURAFCENT Ghana Director, and the NMIMR Principal Investigator (PI) to report any challenges impacting the fulfillment of contract deliverables.

1.4.7. Submit activity reports to the NAMRU EURAFCENT Ghana Director on a monthly, quarterly, or annual basis, as directed by the NAMRU EURAFCENT Ghana Laboratory Director. Ad hoc reports shall be provided upon request if surveillance data indicates the need for additional information.

1.5. Safeguarding of Biological Samples:

1.5.1. The Contractor shall be responsible for the security and proper handling of all biological samples collected under this contract. Samples must be securely stored within the Contractor’s facility. The Contractor is also responsible for procuring and maintaining all necessary supplies and equipment, including refrigerators, freezers, liquid nitrogen tanks, and incubators, to ensure that biological samples are stored in accordance with the conditions outlined in the study protocol and applicable laboratory standard operating procedures (SOPs).

1.5.2. The Contractor shall be responsible for transporting biological samples to and from study sites in accordance with schedules established jointly by the NMIMR PI and NAMRU EURAFCENT. All sample transport shall comply with International Air Transport Association (IATA) regulations governing the shipment of biological materials, including the use of appropriate shipping containers and maintenance of specified temperatures. Required storage conditions, particularly temperature, must be strictly maintained throughout the transport process to preserve sample integrity.

1.6. Scope: This contract supports surveillance of vector-borne infections from sites located within and around the Kintampo Health Research Center (KHRC). The primary objective of the study is to identify vector species in the Bono East Region of Ghana that may be responsible for the transmission of CCHF, Q fever, rickettsial diseases, and other vector-borne illnesses. KHRC will serve as one of three key surveillance sites selected to enhance understanding of vector diversity and identify vector-borne pathogens of public health significance in Ghana. The remaining two surveillance sites are outside the scope of this contracting action.

1.7. Period of Performance: The period of performance shall be for one (1) base year of 12 months and one (1) 12-month option year. The period of performance reads as follows:

Base Year: 30 September 2025 – 29 September 2026 Option Year 1: 30 September 2026 – 29 September 2027

1.8. Quality Control (QC): The Contractor shall establish and maintain a comprehensive quality control program to ensure that all services are performed in accordance with this PWS. The Contractor is responsible for developing and implementing procedures to identify, prevent, and eliminate any recurrence of deficiencies related to participant enrollment, sample collection, handling, storage, and transport. In the event of identified deficiencies, the Contractor shall promptly notify the NAMRU EURAFCENT Ghana Laboratory Director and take corrective actions, including providing additional training to surveillance staff to address and resolve the issues.

1.9. Quality Assurance (QA): The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.10. Recognized Holidays: The contractor is not required to work on the Ghanaian holidays listed below:

New Year’s Day Constitution Day Independence Day Good Friday Easter Monday May Day (Workers’ Day) Eid-El –Adha Eid-El-Fitr Founders Day Kwame Nkrumah Memorial Day Farmers’ Day Christmas Day Boxing Day

1.11. Hours of Operation: The Contractor is responsible for conducting business on a full-time basis, generally forty hours per week, during standard operating hours of 8:00 a.m. to 5:00 p.m. (Monday through Friday), excluding Ghanaian federal holidays or when Ghanaian Government facilities are closed due to local or national emergencies, administrative closures, or other government-mandated facility closures. For contracts other than fixed-price agreements, the Contractor will not be reimbursed for services during periods when government facilities are closed for the aforementioned reasons. The Contractor must ensure an adequate workflow to maintain uninterrupted performance of all tasks outlined in this PWS, even during closures.

When hiring personnel, the Contractor should prioritize the stability and continuity of the workforce to ensure seamless service delivery.

1.12. Place of Performance: The work under this contract will be carried out at the Kintampo Health Research Center (KHRC) and surrounding field sites, as mutually agreed upon by NAMRU EURAFCENT and the Contractor, and as outlined in the study protocol. No new sites will be introduced without the prior approval of NAMRU EURAFCENT.

1.13. Type of Contract: The government will award a firm fixed-price contract.

1.14. Security Requirements: Contractor personnel performing work under this contract must hold a security clearance as required by the Kintampo Health Research Center (KHRC) for access to and work within KHRC clinical facilities at the time of proposal submission. Personnel must maintain the required level of security clearance throughout the duration of the contract. No U.S. Government security requirements apply.

1.14.1. Physical Security: The Contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.14.2. Key Control: The Contractor shall be responsible for key control and shall follow local regulations when implementing their key control measures.

1.15. Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post-award conference convened by the contracting activity or contract administration office, in accordance with Federal Acquisition Regulation Subpart 42.5. The Contracting Officer, Contracting Officer’s Representative (COR), and other relevant Government personnel may periodically meet with the Contractor to review performance.

During these meetings, the Contracting Officer will provide feedback on the Government's assessment of the Contractor’s performance, and the Contractor will inform the Government of any challenges or issues being encountered. Appropriate actions will be taken to address and resolve outstanding concerns. These meetings will be held at no additional cost to the Government.

1.16. Identification of Contractor Employees: All contract personnel attending meetings, answering

Government telephones, or working in any situation where their contractor status may not be immediately clear to third parties must clearly identify themselves as contractor personnel. This is to prevent any misunderstanding that they are Government officials. Additionally, all documents or reports produced by contractors must be appropriately marked as contractor-generated, with contractor participation clearly disclosed. The Contractor shall ensure that all personnel obtain and wear the required identification badge during the performance of services under this contract.

1.17. Contractor Travel: The Contractor will be required to travel within the Bono East Region of Ghana during the performance of this contract to provide technical assistance at field sites. Additionally, the Contractor may need to travel to off-site training locations and transport or ship training materials. 1.19. Data Rights: In accordance with DFARS 252.227-7015 and DFARS 252.227-7032, the Government holds unlimited rights to all documents and materials produced under this contract. All documents and materials, including source code for any software, created under this contract shall be the exclusive property of the Government, with all rights and privileges of ownership and copyright vested solely in the Government.

These documents and materials may not be used, reproduced, or sold by the Contractor without written consent from the Contracting Officer. All materials supplied to the Government shall remain the sole property of the Government and may not be used for any other purpose. This right does not affect or limit any other rights the Government may have.

1.20. Organizational Conflict of Interest (OCI): Contractor and subcontractor personnel performing work under this contract may receive, have access to, or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget analyses, specifications, work statements, etc.) or may perform evaluation services that could result in an actual or potential Organizational Conflict of Interest (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer (KO) immediately upon becoming aware that such access or participation may lead to any actual or potential OCI. The Contractor shall then submit a plan to the KO to avoid or mitigate the OCI. The acceptability of the Contractor’s mitigation plan is at the sole discretion of the KO. If the KO determines unilaterally that the OCI cannot be satisfactorily avoided or mitigated, the KO may implement other remedies as deemed necessary, including prohibiting the Contractor from participating in subsequent contracted requirements potentially affected by the OCI.

Performance Requirements Summary

Quality Assurance Surveillance Plan (QASP)

The contractor service requirements are outlined in performance objectives directly linked to mission-critical elements. The performance thresholds define the minimum acceptable levels of service for each requirement. These thresholds are essential to ensuring mission success.

1. Purpose: The Quality Assurance Surveillance Plan (QASP) ensures that the Government has an effective and systematic method for overseeing the services specified in the PWS. The QASP will primarily serve as a tool to confirm that the Contractor is fulfilling all required services in a timely, accurate, and complete manner.

2. Performance Standards:

a. Schedule: The due dates for deliverables and the actual accomplishment of the schedule will be assessed against original due dates and milestones established for the contract or task order(s).

b. Deliverables: The deliverables required to be submitted will be assessed against the specifications for the deliverables detailed in the PWS for the required content, quality, timeliness, and accuracy.

c. Past Performance: In addition to evaluating schedule, deliverables, and cost performance as discussed above, and in accordance with FAR 42.15, the Government will assess the Contractor's record in meeting contract requirements and maintaining standards of good workmanship. This includes evaluating the Contractor's adherence to contract schedules, including administrative aspects, the history of reasonable and cooperative behavior, commitment to customer satisfaction, and a business-like concern for the customer's interests.

3. Performance Requirements Summary (PRS):

The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

4. Incentives/Disincentives:

The Technical Point of Contact (TPOC) makes an annual report on Contractor Performance. The Contractor’s failure to achieve satisfactory performance under the contract/task order, reflected in the TPOC’s annual report, may result in the loss of future Government contracts/task orders.

For each item that does not meet acceptable levels, the Government may issue a Contract Discrepancy Report (CDR). CDRs will be forwarded to the Contracting Officer with a copy sent to the contractor. The contractor must reply in writing within 5 days of the receipt identifying how future occurrences of the problem will be prevented. Based upon the Contractor’s past performance and plan to solve the problem, the Contracting Officer will determine if any further action will be taken. In accordance with the inspection of services provisions of the contract, the Contractor will be incentivized to provide quality products in a timely manner since the Government can require the Contractor, at no additional cost, to replace or correct work that fails to meet contract requirements.
