This is a Performance Work Statement (PWS) for fire suppression system installation and obsolete fire bottle replacement on Government-owned 30-foot boats at Ford Island Pier F3.5, Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

The PWS covers two distinct boat alterations: BOATALT 30OP-4A requires installation of a complete new fixed fire suppression system on one 30-foot Oil Skimmer boat (hull number 30OP1210) with Government planning estimates of $21,000 labor and $5,000 materials ($26,000 total); BOATALT 30WB/19A Revision B requires replacement of obsolete FM-200 Clean Agent SEA-FIRE fire suppression bottles with new FK-5-1-12 Clean Agent FIREBOY-XINTEX bottles on two 30-foot Work Boats (hull numbers 30WB1206 and 30WB1207) with Government planning estimates of $6,000 labor and $8,000 materials ($14,000 total per boat). The contractor must provide all labor, materials, equipment, tools, testing equipment, permits, and supplies unless specifically identified as Government-Furnished Property. Work must be completed within 90 calendar days after contract award with an estimated timeframe of August 25 through November 25, 2026. All work must comply with applicable BOATALTs, NAVSEA drawings, manufacturer installation instructions, and Federal/State/Local/Navy/OSHA safety requirements. The contractor is responsible for obtaining DBIDS credentials and base access at JBPHH. All work must include quality control, comprehensive testing (functional operation, manual release, automatic shutdown, alarm verification, pressure verification, leak inspection, and electrical continuity), and final Government acceptance with documentation including installation completion reports, functional test reports, manufacturer warranties, equipment manuals, and updated BOATALT documentation. A minimum one-year warranty on workmanship and installation is required, with manufacturer warranties transferred to the Government.

Performance Work Statement (PWS)

Fire Suppression System Installation and Obsolete Fire Bottle Replacement

1.0 Introduction and Background

This Performance Work Statement (PWS) outlines the requirements for two fire suppression system alterations on Government-owned 30-foot boats:

BOATALT 30OP-4A (ESWBS 555) – installation of a new fixed fire suppression system on 30-foot Oil

Skimmer (OP) boat hull number 30OP1210.

BOATALT 30WB/19A, Revision B – replacement of existing obsolete FM-200 Clean Agent SEA-FIRE fixed fire suppression bottles on 30-foot Work Boats (WB) hull numbers 30WB1206 & 30WB1207 with FK-5-1-12 Clean Agent FIREBOY-XINTEX bottles.

The work is being combined under one PWS because both efforts involve marine fixed fire suppression systems; however, each BOATALT remains a separate technical requirement and shall be accomplished in accordance with its applicable drawings, references, and installation instructions.

2.0 Scope

The Contractor shall provide all labor, supervision, personnel, management, equipment, tools, materials, transportation, testing equipment, permits, consumable supplies, and incidental items necessary to complete the applicable fire suppression system work aboard the designated

Government-owned boats.

For Oil Skimmer boats, the Contractor shall furnish and install a complete and fully operational fixed fire suppression system in accordance with BOATALT 30OP-4A, NAVSEA Drawing 53711-555-5113856, applicable manufacturer’s installation instructions, and all applicable safety requirements.

For applicable 30-foot Work Boats, the Contractor shall remove the existing obsolete FM-200 SEA-FIRE fire suppression bottle and bracket, disconnect the pressure switch wiring and manual pull cable, and install the new FK-5-1-12 FIREBOY-XINTEX bottle, associated mounting, pressure switch wiring, and manual pull cable in accordance with BOATALT 30WB/19A Revision B and its referenced installation instructions.

Unless specifically identified as Government Furnished Property (GFP), the Contractor shall provide all equipment and materials necessary to complete both alterations.

Government planning estimates per boat are:

BOATALT 30OP-4A: $21,000.00 labor + $5,000.00 materials = $26,000.00 total per boat.

BOATALT 30WB/19A Rev B: $6,000.00 labor + $8,000.00 materials = $14,000.00 total per boat.
