SECTION L – CONDITIONS AND NOTICES TO OFFERORS
L.1. PROPOSAL SUBMISSION:
L.1.1. Introduction: This section contains general proposal submission instructions as well as specific proposal requirements for this Solicitation.
L.1.2. General: The proposal shall be presented in sufficient detail to allow Government evaluation of response to the requirements of the Request for Proposal (RFP). The Government will not assume the Offeror possesses any capability, understanding, or commitment not specified in the proposal. Offerors shall not make any assumptions to modify the Government’s requirements without any prior written verification through the Contracting Officer.
L.2. PROPOSAL INSTRUCTIONS:
L.2.1. General
L.2.1.1. Offerors shall provide information by addressing each factor/sub-factor in the format and sequence identified below. The Offeror must provide information in sufficient detail to allow the Government to make a tradeoff assessment of the Offerors capability to support the proposed response to the evaluation criteria.
Offerors should thoroughly read and understand the terms and conditions contained in the solicitation.
Failure to provide any information requested may render the Offerors’ proposal non-responsive, and preclude it from any further consideration for contract award. Offerors should ensure that the information contained in their proposal is factual, accurate, and complete.
L.2.1.2. The proposal must not merely repeat the requirements but rather must provide convincing documentary evidence in support of conclusive statements supported by facts/data of how contract requirements will be met.
L.2.1.3. Each large business Offeror shall provide a Small Business Subcontracting Plan that contains all the elements required by FAR 52.219-9 Alt II (DEV 2026-O0037). This plan shall be incorporated into any resultant contract in reference to the RFP.
L.2.1.4. If an Offeror takes exceptions to any of the solicited terms; the Offeror shall include a list setting out the exceptions with supporting rationale.
L.2.1.5. In order to be considered for an award an Offeror must submit a Technical Proposal, Past Performance Proposal, and Small Business Participation Plan that will be evaluated separately from Price.
The proposals shall be submitted in four separate sections. Further, the RFP and all amendments must be completed and signed by the offeror, including all representations and certifications.
L.3. PROPOSAL TECHNICAL QUALIFICATIONS
L.3.1. Each Offeror shall submit a technical proposal delineating its manufacturing/production execution plan for each NSN with supporting documented evidence to include plan of actions to meet all contract technical requirements, completion of all required testing, and soft deliverables. The technical proposal shall be concise and consistent with solicited requirements for a complete and acceptable submission. The technical proposal shall include a table of contents that cross-references the factors and sub-factors as discussed below, to include the appropriate page numbers.
The technical proposal, to include associated supplemental data, shall NOT exceed 6 pages. The total page count will be determined by counting the pages from left to right, consecutively. Pages that exceed the noted 6-Pages limitation based on counting guidelines will not be evaluated. Each paragraph shall be separated by at least one blank line. All annexes, documentation and attachments that are submitted by the Offeror will count against the total 6-Pages limitation. If pages are printed on both sides, each side will count as a separate page. The following will not count towards total page limitations: Table of Contents, , Acronym with Description Listing, and Proposal Section dividers. Pages should not exceed 8-1/2 inches in width by 11 inches in length. The font used shall not be less than 10 points.
L.3.2. File Packaging: All of the proposal files shall be compressed (zipped) into one file using WinZip version 6.2 or later, or as separate uploads in their native format, i.e. doc, xls, ppt. etc.
L.3.3. The Technical Proposal shall consist of separate sub-sections identifying and outlining each technical factor and sub-factor. Information provided by the Offeror should enable the Government to determine whether the Offeror can fully meet the minimum requirements of the solicitation. Offerors are responsible for including sufficient details (i.e. test data, plans, procedures) to permit a complete and accurate evaluation strictly from a technical standpoint. The proposal shall be detailed and clearly stated to allow an assessment by the Government without the need for additional clarification. All information and data provided shall be specific to the items being procured, except for past performance. In response to the Request for Proposal, the Offeror must address the following:
L.3.4. Factor: Technical:
L.3.4.1 Technical Evaluation Approach: To meet the minimum requirements of the solicitation, the offeror must clearly show within their submitted proposals how they plan to meet the Government’s product requirements in Section B. L.3.4.2. Sub-Factor: Managing Security: The offeror shall verify that they have the necessary security clearance (FCL) and personnel clearances (PCL) required for the classification level of the drawings. The Offeror shall describe its process to demonstrate full capability to satisfy and validate Data Handling Protocols, to include the methods for storing, transferring, and destroying classified drawings (e.g., compliant with National Industrial Security Program Operating Manual - NISPOM). The Offeror shall provide controls and procedures in place for Access Control and how they will restrict access to drawings to cleared personnel only, as requested in the RFP.
L.3.4.3. Sub-Factor: Testing Capabilities: The Offeror shall describe its process to demonstrate full capability to satisfy and validate all of the performance requirements in accordance with all applicable baseline documents, e.g., Technical Requirements, Performance Specifications, and drawings.

Include a brief description of how these problems were addressed and remedied.
L.5. SMALL BUSINESS PARTICIPATION PLAN
The extent of participation of Small Businesses and other Socio-Economically Disadvantaged Small Businesses or Entities will be measured as a percentage of the total anticipated contract effort regardless of whether the Small Business or other Socio-Economically Disadvantaged Small Business or Entity is a prime contractor, subcontractor, or joint venture partner.
Both large and small businesses will be required to submit a Small Business Participation Plan under the unrestricted RFP/Solicitation, which is an evaluation factor in the Source Selection process. Market research, based on the nature and location of the work, is required to determine optimal percentage of total contract dollars planned to be performed by small businesses. Small business participation is the collective small business participation from any type of small business or sub-category small business. Work self-performed by a small business prime Offeror will be credited as Small Business Participation.
All Offerors (both large and small businesses) are required to complete the following Small Business Participation Plan Form and submit with their proposal. This form will be the primary source of data used to evaluate the Small Business Participation factor. Offeror's market research and small business participation analysis in accordance with the evaluation criteria listed in the previous paragraphs should be reflected on this form.

L.6. PRICE
L.6.1. Prices offered must be unit prices only, which are clearly stated and which require no further interpretation by the Government to determine the actual offered price. Prices must not be stated as part of a pricing formula or as charges per lot. Unit prices offered must include costs of compliance with all RFP/Solicitation requirements. For each item of supply for which a price is offered, prices must be offered for each quantity increment and year located in Section B. Pricing is required for all quantity ranges for all production CLINs (CLINs 0001-0006), including option years as well as any FAT CLINs. Failure to submit proposed prices in accordance with these instructions may result in rejection of the offer.
L.6.2. The Contractor may be required to submit other than certified cost or pricing data in accordance with
FAR 15.403-1 (DEV 2026-O0048).
SECTION M – EVALUATION FACTORS FOR AWARD
M.1. The Government intends to award multiple contracts from this solicitation but reserves the right to award one contract to a single offeror if determined by the Contracting Officer to be in the best interest of the Government. The contracting officer will select for award the proposal or proposals that represent the lowest evaluated price for each NSN and who submits a technically acceptable proposal.
In accordance with FAR 15.103-1 (DEV 2026-O0048), award will be made based on the best overall (e.g.
Tradeoff approach) proposal that is determined to be the most beneficial to the Government, with DLA giving appropriate consideration to the four evaluation factors: Technical, Past Performance, Small Business Participation Plan, and Price. The Government will weigh the relative benefits of each proposal, and an award will be made based on an assessment of the results of the evaluation. In making this assessment, DLA will give due consideration to all of the Factors and Sub-Factors and their relative order of importance. All non-cost evaluation Factors, when combined, are approximately equal to cost or price. The Government reserves the right to make an award to other than the lowest priced Offeror, or to other than the Offeror with the highest technical rating if DLA determines that to do so would result in the best value to the Government.
Offerors that receive a final rating of Unacceptable at any factor/sub-factor level are ineligible for award.
Evaluation factors and sub-factors for tradeoff are listed below in descending order if importance for both non-cost and cost importance.
Non-Cost Evaluation Factors and Sub-Factors
1. Technical
a. Technical Evaluation Approach
b. Managing Security
c. Testing Capabilities
2. Past Performance
a. Relevancy
b. Confidence
3. Small Business Participation Plan
Cost Evaluation Factor:
1. Price
M.2. Technical:
M.2.1. The contracting officer will evaluate the following Sub-Factors for Technical Proposal:
M.2.1.1. Sub-factor: Technical Evaluation Approach: The Government will evaluate the extent to which the technical requirements have been considered, defined and satisfied, and will evaluate that the proposal demonstrates a clear understanding of the technical Factors and Sub-Factors. The Government will assess how well the Offeror’s proposal meets the requirements of the solicitation; specifically, the Government’s requirements in Section B and all identified technical requirements including the plans, methods, and procedures for fulfilling the technical requirements described in the technical specifications.
M.2.1.2. Sub-factor: Managing Security: The Government will evaluate that the Offeror demonstrated a clear understanding of the security requirements, to include having the necessary clearances, data handling, and access control required for the classification level of the drawings.
M.2.1.3. Sub-factor: Testing Capabilities: The Government will evaluate that the offeror demonstrated through their proposal submission that they have an understanding of the scope and the resources required for first article and production testing requirements
M.2.2. Technical Evaluation
M.2.2.1. An adjectival rating will be assigned to each factor and sub-factor to depict the degree to which each Offeror’s proposal exceeds, meets, or does not meet the minimum performance or capability requirements of each of the technical factors and sub-factors through an assessment of the strengths, weaknesses, or deficiencies of each proposal. The technical rating evaluates the quality of the Offeror’s technical solution for meeting the Government’s requirement. See below for the Combined Technical/Risk ratings:
Adjectival Rating Description Description
Outstanding Proposal demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.
M.3. Past Performance:
M.3.1. The past performance evaluation will assess the Offeror’s probability of meeting the solicitation requirements. The past performance evaluation considers each Offeror's demonstrated recent and relevant record of performance in supplying products that meet the contract’s requirements. The contracting officer will assign a performance confidence rating based on an Offeror's recent past performance, focusing on performance that is relevant to the contract requirements.
There are two aspects to the past performance evaluation. The first is to evaluate the offerors past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts. The past performance evaluation performed in support of a current source selection does not establish, create, or change the existing record and history of the offerors past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts.
M.3.1.1. Past Performance Relevancy
Relevancy will be defined as how relevant a recent effort accomplished by the offeror is to the solicited requirement. Relevancy includes contracts/orders of similar products. The contracting officer will assess whether prior efforts are relevant based on whether prior awards were, for example, in the federal supply class (FSC)/, and of similar complexity, dollar value, contract type, magnitude (500 units), and degree of subcontracting. The contracting officer will consider efforts completed within a period of the five (5) previous years.
All offerors should provide a list, as instructed in section L of this solicitation, of the most recently completed contracts/orders, either for commercial or government customers, performed within the past five years.
The Government reserves the right to limit the number of references it decides to contact.
Proposals will receive one of the following ratings for Relevancy:
Adjectival Rating Description
Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
M.3.1.2. Performance Confidence Assessment
Performance confidence will be defined as how well the contractor performed on past contracts. In evaluating performance confidence, the Government will evaluate the offerors record of contract compliance in supplying products that meet the users’ needs. The contracting officer will review the following: product quality, delivery, and customer satisfaction.
Sources of Past Performance Information for Evaluation are as follows:
- Past performance information may be provided by the offeror, as solicited.
- Past performance information may be obtained from questionnaires tailored to the circumstances of the acquisition.
- Past performance information shall be obtained from any other sources available to the Government, to include, but not limited to, Supplier Performance Risk System (SPRS)Federal Awardee Performance and Integrity Information System (FAPIIS), SAM.gov, previously Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and the Defense Contract Management Agency.
Proposals being evaluated against performance confidence will receive one of the following ratings:
Adjectival Rating Description
Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
M.4. Small Business Participation Plan
M.4.1. The Government will evaluate the proposals to determine which Offeror(s) proposes the best value in terms of meeting all the Small Business Participation goals using the following criteria:
M.4.1.1. The extent of participation of small business prime Offerors and small business sub-contractors in terms of the percentage of the value of the total acquisition. The goals for Small Business participation is 30% of total contract dollars (aggregate of all small businesses participation including the small business socioeconomic contracting programs (i.e., 8(a), HUBZone, SDVOSB, or WOSB programs). The following are non-mandatory suggested goals, which should be determined through market research:
M.4.1.1.1. Small Disadvantaged Business (SDB) 5% of total contract dollars.
M.4.1.1.2. Women-Owned Small Business (WOSB) 5% of total contract dollars.
M.4.1.1.3. Service-Disabled Veteran-Owned Small Business (SDVOSB) 5% of total con-tract dollars.
M.4.1.1.4. Historically Underutilized Business Zone (HUBZone) 3% of total contract dollars.
M.4.1.2. The extent to which such firms, as defined in FAR Part 19, are specifically identified in proposals;
M.4.1.3. The extent of commitment to use such firms (existing and enforceable commitments will be considered more favorably than business relationships that are simply planned or theoretical);
M.4.1.4. Identification of the complexity and variety of the work specific small firms are to perform; and
M.4.1.5. The past performance of Offerors in complying with requirements of FAR 52.219-9 (DEV 2026- O0037) Small Business Subcontracting Plan on previous contracts.
Proposals will receive one of the following ratings:
Adjectival Rating Description Description
Outstanding Proposal indicates an exceptional approach and understanding of the small business objectives.
Good Proposal indicates a thorough approach and understanding of the small business objectives.
Acceptable Proposal indicates an adequate approach and understanding of small business objectives.
Marginal Proposal has not demonstrated an adequate approach and understanding of the small business objectives.
Unacceptable Proposal does not meet small business objectives.
M.5. Price
For evaluation purposes, the Offeror’s pricing will be evaluated utilizing accepted price analysis techniques per FAR 15.404-1 (DEV 2026-O0048). Other than certified cost or pricing data may be necessary if a fair and reasonable price cannot be determined from provided/available information. The pricing analysis will be performed on a comparative basis. An Offeror’s total evaluated price will be considered. Analysis to determine if prices are significantly unbalanced between line items or options, which may indicate risk to the government. Pricing is required for all quantity ranges for each year for production CLINs.
For the purposes of this evaluation factor, the total evaluated price shall be the sum of the total evaluated production price, including option years (CLINs 0001-0006), and all of the separately priced CLINs. Pricing is required for all quantity ranges for production CLINs.
Pricing for each production quantity range for each year, including option years (CLINs 0001-0006), will be evaluated by applying the following weighted factors to arrive at an average weighted unit price.
30% to the first quantity range 35% to the second quantity range 35% to the third quantity range
This average weighted unit price will then be multiplied by the estimated annual quantity to arrive at an evaluated price for each production year, including option years. The evaluated prices for each production year will be summed together to arrive at the total evaluated production price (including options).
The cost for separately priced line items such as First Article Testing, etc. will be added to an Offeror’s total evaluated production price to arrive at the total evaluated price. This total evaluated price will be the price evaluation factor. As mentioned throughout this paragraph, option year prices will be considered in price evaluation factor.
