The contract includes requirements for First Article Testing (waived due to previous approval), quarterly certification reports, and delivery of government-furnished materials including Manual Reverse Osmosis Desalinators (MROD), survival instructions, and technical documentation. (GFM) IS REQUIRED UNDER THE RESULTANT CONTRACT(S). THE CAV STATEMENT OF

WORK IS PROVIDED AS AN ATTACHMENT TO THIS AWARD. ANY/ ALL SOURCES

RECEIVING A CONTRACT WILL BE REQUIRED TO IMPLEMENT CAV AND WILL BE ASSISTED

BY NAVSUP WSS IN ESTABLISHING/ IMPLEMENTING THESE PROCEDURES.

The Government intends to compete individual requirements between the 2 sources being issued contracts. Based on this competition, the Government intends to award a 60/40 split with the vendor offering the best value receiving a 60% share and the second vendor receiving a 40% share. Best value will be determined using price as the most important factor unless based on urgent need for material the request for quote includes notification that in this instance, delivery will be the most important factor. The Government retains the right to make one award to the source offering the overall best value to the Government if determined to be in the Government’s best interest. Individual requirements received for less than 20 rafts will also be awarded to the lowest offeror in lieu of doing split awards to eliminate the administrative burdens associated with issuing split awards. These contract vehicles both consist of a five (5) year Firm-Fixed Price Indefinite Delivery Indefinite- Quantity (IDIQ) contract with one (1) base year and four (4) one-year options. The contract maximum is for the entire 5 years of the contracts and is the total contract maximum for ALL contracts combined being awarded.
