Service Contract Act wage determination 2015-4265 applies, requiring compliance with minimum wage rates and fringe benefits for applicable occupational classifications in Maryland counties.

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on Sam.gov (https://sam.gov/).
The RFQ number is N0018926QL010. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-06 (effective 01 October 2025) and DFARS Publication Notice 20251110 (effective 10 November 2025). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541330 and the Small Business Standard is 25.5 (millions of dollars). The proposed contract action is for contractor support services to provide subject matter expertise related to federal, state, DoD, and DoN policies governing research ethics, HSR, and HRPP for which the Government intends to solicit and negotiate a Firm, Fixed-Price contract with only one source, Magellan Federal, Inc., under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals.
However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Small Business Office concurs with this determination.
The Naval Supply Systems Command Fleet Logistics Center, Norfolk requests responses from qualified sources capable of providing HRPP-knowledgeable contractors who can support and provide HRPP subject matter advice for necessary USNA staff in accordance with the Performance Work Statement (PWS) below:
Performance Work Statement United States Naval Academy Human Research Protection Program Office
1.0 BACKGROUND
The U.S. Naval Academy (USNA) in Annapolis, Maryland mandates all human subject research (HSR) activities at USNA and the Naval Academy Preparatory School comply with the highest levels of ethical practice and mandates that all HSR activities be guided by the 1979 Belmont Report entitled “Ethical Principles and Guidelines for the Protection of Human Subjects of Research"; the Common Rule (45CFR46); Department of the Navy instructions including SECNAV Instruction 3900.39E CH-1, "Human Research Protection Program" (HRPP); and USNAINST 3900.2E “U.S. Naval Academy Human Research Protection Program and Department of the Navy Assurance”. The HRPP Office is responsible for the administration and implementation of the human subject research protection program at USNA. Organizationally, the HRPP Office is accountable to the Office of the Academic Dean and Provost for the day-to-day administrative functions and duties of the office.
2.0 SCOPE:
The contractor shall provide subject matter expertise related to federal, state, DoD, and DoN policies governing research ethics, HSR, and HRPP. The contractor shall advise employees, midshipmen, internal and external researchers (e.g., principal investigators (PIs), the Institutional Review Board (IRB) chair, relevant administrators, and the Institutional Official (IO)) regarding relevant policies and practices. The contractor shall maintain records related to protocols and quality assurance; and offer guidance and make readily available local standard operating procedures.

3.0 TASKS:
The contractor shall provide on-site staff to carry out the following tasks:
3.1 Monitor, interpret, and ensure USNA compliance with all applicable HSR policies and regulations. This includes providing expert guidance to the IRB Chair and IO; drafting internal compliance documents (e.g., notices, instructions, policies, SOPs, forms).
3.2 Coordinate disseminate and maintain documentation for each SoP; to include, changes, dates of approval, implementation, expiration, and supporting information.
3.3 Manage USNA’s IRB registration and DoN Assurance. Maintain records associated with the USNA DoN Assurance for currency, expiration, and re-issue. Provide all required and requested assurance documentation, review reports (including, but not limited to, status of the assurance, corrective actions and recommendations).
3.4 Advise the USNA IRB Chair, IO, Provost (as the administratively responsible party), and Commandant (as appropriate) regarding the implementation, potential improvements, and events affecting the USNA HRPP including serious or continuing noncompliance, serious adverse effects, and unanticipated problems involving risk to subjects and others.
3.5 Maintain USNA’s HRPP webpages for currency and accuracy of information, resources, documents, SoPs, reference links, etc. Through the content management system. As necessary, coordinate with USNA’s Information Technology Services Division.
3.6 Review incoming USNA HRPP related correspondence and requests for action or information both internally and externally. Provide recommendations to the IRB Chair and IO regarding possible courses of action. Track actions to completion and record actions and final disposition using an electronic system (spreadsheet) maintained on USNA’s shared drive.
3.7 Using USNA’s shared drive, maintain and make available for review files including SoPs, IRB records, HRPP related determinations, HRPP Correspondence and research files in accordance with the Navy records management program.
3.8 Perform monthly (and more often as necessary) back-ups, to USNA’s shared drive, of all HRPP files on local drives. Ensure that records are available to IRB members to perform their duties and for DoN site inspections, assist visits, and audits.
3.9 Serve as the HRPP point of contact between USNA and DoN HRPP and other oversight bodies. In consultation with USNA’s IRB Chair and IO, coordinate site inspections, assist visits, and audits.
3.10 Serve as the HRPP point of contact ensuring clear and timely communication between researchers and the IRB Chair.
3.11 Advise investigators and reviewing officials regarding research protocols and HRPP requirements. Assist faculty, staff, midshipmen, and NAPS students with the development and preparation of research protocol packages, for submission to the USNA HRPP Office.
3.12 Make recommendations to the IRB Chair regarding the level of review for proposed research protocols. Provide support to the IRB Chair and members in fulfilling the review, determination, and oversight duties under relevant regulations, instructions, policies, and procedures.
3.13 Monitor and notify investigators of expiring research protocols
3.14 In consultation with the IRB Chair, coordinate scheduling and provide timely administrative support (e.g., disseminate supporting documents, record and distribute minutes, maintain shared drive) for a minimum of four formal IRB meetings per academic year to review research protocols, conduct IRB training/educational activities, and/or confirm changes to instructions and/or SOPs.
3.15 Monitor required HRPP training and inform those who are required to complete initial or continuing education/refresher training of their status. Maintain training certification records; e.g., Collaborative Institutional Training Initiative (CITI) certification records for investigators, personnel, administrators and others required to complete training..
3.16 Following best practices in the field, provide current and relevant HRPP information (such as through websites, google sites, presentations, posters, literature, etc.) to the IRB, PIs, faculty, staff, midshipmen, and students at USNA and NAPS. Document types of training, audience type, approximate numbers, and assessment results of training activities.
3.17 Consult with investigators, DoD and non-DoD HRPPs, and other individuals and offices as appropriate (e.g., Commandant, Provost, radiation safety, biosafety, security, privacy, and legal).
3.18 Consult with investigators, DoD and non-DoD HRPPs, and other individuals and offices as appropriate to advise USNA officials regarding appropriate review processes for proposed research involving researchers from USNA and other institutions subject to single IRB review requirements.
3.19 Prepare for submission, all packages, reports, files, and records, including protocols and meeting minutes, required to be provided to the IRB Chair and USNA Leadership (e.g., IO and Provost), DoN-HRPP, and elsewhere.Create and provide written monthly status reports that describe the operational activities of the USNA HRPP and IRB during the previous month. These reports are to be sent to the COR. As a minimum, the status reports will include:
A. Descriptions of the activities and meetings of the Naval USNA’s HRPP Office and IRB, records of training sessions and consulting activities, and general information about protocols (e.g., number and types of protocols reviewed and information regarding investigators including faculty, midshipmen, staff, or coaches) prepared and received, as well as their disposition.
B. Reports shall be received by the USNA COR within ten days of the end of the report month. Electronic submissions (as pdf documents) are acceptable.
3.20 Attend, at the expense of the contractor, relevant annual HRPP related conferences, workshops, webinars, and/or courses. Maintain certification currency.
4.0 SPECIFICATIONS and REQUIREMENTS
Contractors shall have the following at time of award (copies/proofs of all certificates, licenses, degrees, work experience, etc. for
4.1 through 4.6 shall be included with quote as attachments):
4.1 A minimum of three continuous years of recent, direct experience in the on-site management, administration, and oversight of all aspects of a DoD, preferably DoN, HRPP.
4.2 Demonstrated, documented, and verifiable oversight and management experience with all aspects of HRPP and HSR, including office management, data protection, and compliance with applicable federal, state, DoD, and DoN regulations.
4.4 A detailed list (with complete contact information for points-of-contact at each location) for previous and current work experience at and staffing of DoD or DoN HRPP offices.
4.5 The contractor awarded the contract on this solicitation shall provide:
A. Qualified, as confirmed by USNA, on-site staff (1 FTE recommended) Monday through Friday during normal operating hours (typically 0800 – 1630) arranged with the COR.
B. A full-time staff member who minimally possesses a relevant master’s degree, is Certified IRB Professional
(CIP) eligible, and has at least three years direct, recent and documented experience in human subject research protection program(s) within DoD-HRPP, with preference given to recent work within DoN.
C. Contractor staff shall conform to the highest professional and ethical standards of the human subject research and protection field and shall:
i. Possess excellent interpersonal, oral, and written communication skills;
ii. Be highly organized with the ability to multitask, prioritize workloads, and maintain complete and accurate records.
iii. Have excellent word processing, spreadsheet and database skills;
iv. Be independently proficient in the use of computer hardware and software;
v. Be professional in demeanor, dress, and personal grooming.
D. Contractor staff shall complete the DoN module suite in the Collaborative Institutional Training Initiative (CITI) program for human subjects research prior to arrival at USNA.
E. An on-site staff member shall maintain appropriate SRAI and PRIM&R certificates (contingent upon the program courses and workshops being offered by SRAI and PRIM&R) including:
i. The Practice of Research Administration and Management (SRAI)
ii. Research Compliance and Integrity (SRAI)
iii. Research Law (SRAI)
iv. Certified IRB Professional (PRIM&R)
F. Copies of current certifications shall be submitted to the COR annually.
G. Payment of membership fees (e.g., SRAI, PRIM&R) for the contractor’s staff is the responsibility of the contractor. Payment of all conference and course registrations and payment of all travel expenses of the contractor’s staff to professional conferences, training venues, etc. are the responsibilities of the contractor.
4.6 Contractor staff shall complete a regular schedule of Responsible Conduct of Research (RCR) and required DoN/USNA specific training.
4.7 In order to provide continuity of service, the contractor shall obtain advance approval from the COR for staff work schedules (including proposed time away from USNA), travel plans, proposed expenditures for supplies, etc. The absence of contractor staff for extended periods from the USNA HRPP Office will not be acceptable. Contract staff is expected to be on-site to consult with investigators, faculty, staff, midshipmen, students, and coaches during normal business hours Monday through Friday except as approved by the COR. Exceptions will be federal holidays or if USNA is closed due to inclement weather.
5.0 Enterprise-wide Contractor Manpower Reporting Application (ECMRA)
5.1 The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:
A. W, Lease/Rental of Equipment;
B. X, Lease/Rental of Facilities;
C. Y, Construction of Structures and Facilities;
D. D, Automatic Data Processing and Telecommunications, IT and Telecom Telecommunications
Transmission (D304) and Internet (D322) ONLY;
E. S, Utilities ONLY;
F. V, Freight and Shipping ONLY.
5.2 The contractor is required to completely fill in all required data fields using the following web address https://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.

WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023)
(a) Definitions. As used in this clause-
"Department of Defense Activity Address Code (DoDAAC)" is a six position code that uniquely identifies a unit, activity, or organization. "Document type" means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).
"Local processing office (LPO)" is the office responsible for payment certification when payment certification is done external to the entitlement system.
"Payment request" and "receiving report" are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
(c) WAWF access. To access WAWF, the Contractor shall-
(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and
(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.
(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the "Web Based Training" link on the WAWF home page at https://wawf.eb.mil/
(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.
(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:
(1) Document type. The Contractor shall submit payment requests using the following document type(s):
(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(3) With regard to affirmation of continuous compliance (32 CFR 170.22), not older than 1 year with no changes in compliance with the requirements at 32 CFR part 170.
"Cybersecurity Maturity Model Certification (CMMC) status" means the result of meeting or exceeding the minimum required score for the corresponding assessment. The potential statuses are as follows:
(1) Final Level 1 (Self).
(2) Conditional Level 2 (Self).
(3) Final Level 2 (Self).
(4) Conditional Level 2 (C3PAO).
(5) Final Level 2 (C3PAO).
(6) Conditional Level 3 (DIBCAC).
(7) Final Level 3 (DIBCAC).
"Cybersecurity Maturity Model Certification unique identifier (CMMC UID)" means 10 alpha-numeric characters assigned to each CMMC assessment and reflected in the Supplier Performance Risk System (SPRS) for each contractor information system.
"Federal contract information (FCI)" means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government. It does not include information provided by the Government to the public, such as on public websites, or simple transactional information, such as information necessary to process payments.
"Plan of action and milestones" means a document that identifies tasks to be accomplished. It details resources required to accomplish the elements of the plan, any milestones in meeting the tasks, and scheduled completion dates for the milestones, as defined in National Institute of Standards and Technology Special Publication 800-115 (32 CFR 170.21).
(b) Framework. The Cybersecurity Maturity Model Certification (CMMC) is a framework for assessing a contractor's compliance with applicable information security protections (see 32 CFR part 170).
(c) Duplication. The CMMC assessments will not duplicate efforts from any other comparable DoD assessment, except for rare circumstances when a reassessment may be necessary, for example, when there are indications of issues with cybersecurity and/or compliance with CMMC requirements.
(d) Requirements. The Contractor shall-
(1)(i) Have and maintain for the duration of the contract a current CMMC status at the following CMMC level, or higher:
Contracting Officer insert: CMMC Level 1 (Self); CMMC Level 2 (Self); CMMC Level 2 (C3PAO); or CMMC Level 3 (DIBCAC) for all information systems used in performance of the contract, task order, or delivery order that process, store, or transmit FCI or CUI; and
(ii) Consult 32 CFR 170.23 related to the flowdown of the CMMC requirements, and flow down the correct CMMC level to subcontracts and other contractual instruments;
(2) Only process, store, or transmit FCI or CUI on contractor information systems that have a CMMC status at the CMMC level required in paragraph (d)(1) of this clause, or higher;
(3) Complete on an annual basis, and maintain as current, an affirmation, by the affirming official (see 32 CFR 170.4), of continuous compliance with the requirements associated with the CMMC level required in paragraph (d)(1) of this clause in the Supplier Performance Risk System (SPRS) (https://piee.eb.mil) for each CMMC UID applicable to each of the…
