Performance Work Statement

Project Title: USNO Almanac Support

Agency Name: U.S. Naval Observatory Astronomical Applications Department

Address: 3450 Massachusetts Ave., NW Washington, DC 20392-5420

Background.

The U.S. Naval Observatory (hereinafter “USNO”) serves the Department of Defense (hereinafter “DoD”) and other agencies of the Federal Government by determining and disseminating precise positions of the Earth, Sun, Moon, planets and stars, precise time, and by providing accurate astronomical information for use in navigation, military operations planning, scientific research, and other activities.

The Nautical Almanac Office (hereinafter “NAO”) in the Celestial Reference Frame Department (N3CRF) of USNO provides authoritative, practical astronomical and navigational information via printed publications (i.e., The Nautical Almanac, The Air Almanac and The Astronomical Almanac). The CRF Department also produces software products, web-based data services, algorithms, and provides training to meet DoD and other Government operational requirements and civilian needs.

The publications are not static. Changes in the underlying scientific theories, advances in technology, new standards and resolutions adopted by international scientific governing bodies and changing user needs must be continuously reviewed.

These changes must be implemented, when appropriate, to ensure that the most accurate and useful information is provided in NAO’s products. This review and update process is part of the production cycle. USNO is seeking an individual (hereafter “the contractor”) with highly specialized knowledge and skills to provide technical assistance in keeping NAO’s almanac products accurate, useful, and up to date.

Tasks

a) The contractor will train CRF/NAO staff through the following processes.

1. Document Knowledge and Processes: The contractor shall outline the scientific underpinnings for the key processes, workflows, and best practices for the NAO/CRF almanacs and associated software. This includes creating manuals, guides, or presentations to ensure that knowledge is accessible and easy to follow.

2. Conduct Knowledge Transfer Sessions: The contractor shall organize workshops, one-on-one mentoring, or team presentations where the contractor can directly share their expertise. These sessions can cover both technical and soft skills and provide opportunities for hands-on learning and questions and answers (hereinafter “Q&A”).

3. Shadowing and Pairing: The contractor shall work with NAO/CRF staff in on-the-job training, guiding staff members through real tasks and projects, providing immediate feedback and teaching problem-solving in real-time.

b) Train on scientific matters of interest to CRF/NAO and USNO.

1. The contractor shall serve as a SME the N3CRF staff, providing guidance and assistance as needed on scientific matters or coding involving or related to the CRF Department’s products. He/she shall participate in planning meetings for technical projects as requested. He/she shall provide recommendations to the Department Head or Division Chiefs, as appropriate, on scientific issues.

2. The contractor shall provide expertise, assistance and/or coordination services to other USNO programs or projects (e.g., specific aspects of astrometry), or to outside operational programs in which USNO has an interest, as required. This work may include support of the DoD Star Tracker Working Group and Commissions/Working Groups of the International Astronomical Union.

Deliverables:

Outline of Topics: A comprehensive document listing the key topics to be covered in the training, including both technical concepts and skills, along with the level of depth to be covered for each.

Training Schedule: A detailed schedule that outlines the timing, duration, and format of training, along with any deadlines for deliverables or assessments.

Knowledge Transfer Documentation: A repository of guides, manuals, step-by-step instructions, FAQs, and best practices that will be shared with the staff. This may include video tutorials/presentations or written documentation for ongoing reference.

Hands-on Training Materials: Interactive training resources, such as exercises, software simulations, or coding, that allow employees to practice and apply the concepts discussed in training sessions.

Feedback and Assessment: A system for gathering feedback from the staff about the effectiveness of the training (surveys, interviews) and the results of assessments or tests, which will help evaluate the knowledge transfer's success and identify areas for improvement.

Software Code: as required for tasks in section b) above, including documentation as appropriate, submitted in response to department priorities and schedules. Software code intended for departmental products shall adhere to established departmental standards.

Informal descriptions: (in emails, memos, or PowerPoints) of technical issues related to any of the tasks above that have been referred to the contractor by department personnel for evaluation or explanation, delivered in a timely manner.

Active participation: in departmental or other meetings, as appropriate, in which scientific or technical issues related to USNO products existing or planned, are discussed.

Technical reports: documenting the mathematics, geometry, or statistical methods used in (or proposed for use in) departmental products, at a level and in a form suitable for peer review. Some of these may be submitted for professional publication or described at technical symposia if approved for such release by the USNO Editorial Board.

Facilities and Equipment.

a. Most work necessary for the completion of these tasks shall be performed at the contractor’s own facilities. The contractor shall assume the cost of all utilities at his/her facilities.

b. N3CRF will supply, for occasional use, office space at USNO to include a desk, a telephone, and access to standard office equipment (copier, fax, etc.).

c. An NMCI computer will be available to the contractor in the office space. USNO will also supply a Government purchased and owned computer to be used for work on this contract. Access to USNO’s internal network and the Internet will be provided in the N3CRF office space, and similar network access will be provided for the contractor’s own facility via a virtual private network (VPN). For security reasons, the Contractor’s own computing equipment will not be permitted to connect to the USNO or any other DoD network.

Contractor Qualifications.

a. The contractor shall possess knowledge of practical astronomy, astrometry, celestial navigation, and underlying physical principles. This knowledge shall be at the specialist (expert) level (i.e., Ph.D. degree or equivalent) in all of these fields. The contractor shall be intimately familiar with the various algorithms used in N3AA products, including those used in NOVAS, STELLA, and web services.

b. The contractor shall possess strong computer skills. He/she shall be able to program a computer in a high-level language (e.g., Fortran, IDL), and generate and interpret results from his/her programs.

c. The contractor shall possess excellent written and oral communication skills, as evidenced by a large, tangible body of technical writing and presentations.

Period of Performance:

Base: 22 May 2025 to 21 May 2026

Option 1: 22 May 2026 to 21 May 2027

Performance Evaluation.

Performance of the contractor (including any recommendations to exercise contract options), will be evaluated by the government’s technical point of contact based on the accuracy, clarity, timeliness, and relevance to mission of the deliverables listed above.

Points of Contact.

Technical points of contact at USNO for this project are Susan Stewart (202-762-1837) susan.stewart25.civ@us.navy.mil or Claire Cramer (202-762-0134) claire.e.cramer.civ@us.navy.mil .

The Government will award a single award contract with Firm, Fixed Price (hereinafter “FFP”) Provisions as a result of this solicitation and in accordance with the policies and procedures of FAR Part 12 and 13. Award will be made to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government under the selection criteria set forth in the solicitation by utilizing award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote.

The Government intends to award a purchase order without exchanges. The establishment of a competitive range is not anticipated. Accordingly, each quoter should submit its most favorable terms from a technical and price standpoint.

However, the Government reserves the right to establish a competitive range and conduct discussions if later determined by the PCO to be necessary. The Government reserves the right to award a FFP award to other than the lowest priced quote;

award a FFP purchase order without discussion; or award a FFP purchase order after discussions, whichever is in the best interest of the Government.

In order to be considered awardable, quotes must receive an overall rating of “Acceptable” for the non-price quote.

Price Quote Evaluation Criteria:

Factor 2 – Price

The quoter’s quoted price will be evaluated on the basis of price reasonableness in accordance with FAR 13.106-3.

The Government may evaluate any and all information submitted by the quoter to support the reasonableness of quoted prices. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer.

Further, the Government may request quoters to submit additional information/data to support price reasonableness such as copies of paid invoices for the same or similar items or uncertified cost/pricing data. Failure to submit the requested information may result in disqualification of the submitted quote.

A written notice of award or acceptance of a quote e-mailed or otherwise furnished to the successful quoter(s) within the time for acceptance specified in the quote shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
