Best value will be determined using price as the most important factor unless based on urgent need for material the request for quote includes notification that in this instance, delivery will be the most important factor. The Government retains the right to make one award to the source offering the overall best value to the Government if determined to be in the Government’s best interest. Individual requirements received for less than 20 rafts will also be awarded to the lowest offeror in lieu of doing split awards to eliminate the administrative burdens associated with issuing split awards. These contract vehicles both consist of a five (5) year Firm-Fixed Price Indefinite- Delivery Indefinite-Quantity (IDIQ) contract with three (3) base years and two (2) one-year options. The contract maximum is for the entire 5 years of the contracts and is the total contract maximum for ALL contracts combined being awarded.
