The supplies or services described herein are being solicited on a sole source basis and competition is precluded for reasons indicated below. There are no substitutes available for the supplies or services.
The requiring activity is the United States Naval Academy Midshipmen Food Service Division (MFSD), 101
Sanda Rd., Annapolis, MD 21402; the contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Dept., Code 220.

Description of the supplies or services required, the estimated price/cost, and required delivery date.
CBORD Foodservice Menu Management System is the program MFSD has been utilizing since 2014. CBORD is a web based program and all personnel have been trained in utilizing this program to order food supplies, maintain perpetual inventories, issuing of food and overall accounting for food supplies.
The system is utilized in conjunction with our financial accounting program Quick Books. This is a request is for a base and 3 option years.
In conclusion, the requested supplies or services represent the minimum requirements of the government.

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
CBORD utilizes software programs that cannot be duplicated by other companies. Midshipmen Food Service
Division MFSD reviewed other programs and determined CBORD was the only program to satisfy their requirements. A logical follow on with CBORD is required as reviewing other programs would cause MFSD to not be able to operate as we are doing so. It would cause tremendous harm to our ability to order, food, maintain inventories, feed the midshipmen and pay for food supplies.
Other information to support a sole source action:
CBORD uses proprietary programs that cannot be duplicated by other companies without utilizing their programs. The document number utilized for the initial purchase was N0016114RC16721.
