About this file
This is a Performance Work Statement for a Naval facility electrical infrastructure project. The Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC) seeks an authorized contractor to relocate twelve circuits from non-critical power panels to critical Uninterruptible Power Supply (UPS) branch circuit panels in Building 1A at the Naval Radio Transmitting Facility Lualualei in Hawaii. The objective is to eliminate momentary service disruptions to low-powered telecommunications equipment during utility power outages, thereby protecting critical military mission operations. The project work location is Building 1A, NCTAMS PAC NRTF Lualualei, Waianae, Hawaii.
The contractor must relocate six circuits to Panel P/P2 (including one Naval Research Laboratory circuit breaker, two Matreces circuit breakers, one Purge unit circuit breaker, and two spare slots) and six circuits to Panel P/P3 (including one Outside rack circuit breaker, one Telecommunications circuit breaker, one AGM battery charger circuit breaker, and three spare slots). Key responsibilities include furnishing and installing appropriate breakers, routing and landing wires, labeling panels and circuits per electrical codes and local base standards, coordinating all Authorized Service Interruptions (ASIs) with government personnel to minimize mission impact, and conducting comprehensive operational testing to verify 100% operability with zero faults. A Program Manager must oversee the project, coordinate ASI requests, ensure successful testing, review installation plans, develop corrective action plans as needed, and submit a final closeout report. The period of performance shall not exceed fourteen business days from the start of on-site work, conducted Monday through Friday between 0730 and 1630, excluding federal holidays, with the projected start date scheduled two to four weeks after contract award. Contractor employees require Defense Biometric Identification System (DBIDS) approval for installation access. The Government will provide no equipment, software, personnel, utilities, or facilities except basic lifesaving measures during emergencies.

Performance Work Statement
Naval Computer and Telecommunications Area Master Station, Pacific
(NCTAMS PAC)
UPS Circuit Relocation for Building 1A
Location: NCTAMS PAC (Naval Radio Transmitting Facility Lualualei) Building 1A
1.0 BACKGROUND
Naval Computer and Telecommunications Area Master Station Pacific (NCTAMS PAC) seeks an authorized contractor to perform circuit relocation of critical mission equipment from non-critical power panels to critical Uninterruptible Power Supply (UPS) branch circuit panels in Building 1A at NCTAMS PAC (Naval Radio Transmitter Facility (NRTF) Lualualei).
Currently, multiple pieces of low-powered telecommunications equipment experience momentary disruptions in service during brief utility power outages.
These short interruptions have deleterious effects on multiple critical military mission sets. Utilizing the facility's existing UPS, this critical equipment will be continuously powered during planned or unplanned outages before transitioning over to backup generator power, thereby eliminating service interruptions for related missions.
2.0 SCOPE OF WORK
The Contractor shall perform circuit relocation of equipment from a non-critical panel to the critical UPS branch circuit panels in Building 1A. A total of twelve (12) circuits must be relocated: six (6) circuits shall be routed and landed in Panel P/P2, and six (6) circuits shall be routed and landed in Panel P/P3.
The Contractor is responsible for executing the necessary Authorized Service Interruptions (ASIs) for panel and individual equipment landings, installing new circuit breakers, landing wires, and verifying that all relocated equipment is fully functional and operational upon completion of the work.
2.1 Circuit Relocation and Breaker Installation
The Contractor shall relocate twelve (12) identified circuits from non-critical panels to critical UPS branch circuit panels in Building 1A as follows:
Panel P/P2 (6 Circuits):
One (1) Naval Research Laboratory (NRL) circuit breaker.
Two (2) Matreces circuit breakers.
One (1) Purge unit circuit breaker.
Two (2) spare slots/breakers.
Panel P/P3 (6 Circuits):
One (1) Outside rack circuit breaker.
One (1) Telecommunications (Telecom) circuit breaker.
One (1) Absorbent Glass Mat (AGM) battery charger circuit breaker.
Three (3) spare slots/breakers.
The Contractor shall furnish and install all appropriate breakers, route and land the wires, and label all panels and relocated circuits in accordance with standard electrical codes and local base standards.
2.2 Authorized Service Interruption (ASI) Coordination
The Contractor shall coordinate and execute all required ASIs with the Government Point of Contact (POC) and technical personnel to minimize mission impact:
Panel ASIs: Perform a short scheduled ASI on both Panel P/P2 and Panel P/P3 to land the new breakers and safely land the wiring.
Equipment ASIs: Coordinate and execute individual ASIs for each of the twelve
(12) pieces of equipment being relocated to guarantee orderly shutdown, physical transfer, and safe power-up.
2.3 Testing and Commissioning
Upon completing the physical relocation of the circuits, the Contractor shall conduct operational testing on all relocated circuits and the connected equipment to verify 100% operability and correct phase alignment. The Contractor must demonstrate to the Government POC that each piece of equipment is fully operational under critical UPS power and that there are no errors, faults, or disruptions in service.
(DBIDS) for installation access. Information regarding DBIDS can be obtained via:
https://www.cnic.navy.mil/om/dbids.html.
The Contractor shall immediately report instances of lost or stolen Contractor identification badges to the Technical Point of Contact (TPOC). The Contractor and its employees shall strictly adhere to all current installation security and safety policies.
6.0 GOVERNMENT FURNISHED PROPERTY (GFP) AND
SERVICES
The U.S. Government will not provide any equipment, software, personnel, utilities, or facilities to the Contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency.
