Performance Work Statement Summary
This Performance Work Statement outlines requirements for an authorized OEM distributor to perform a comprehensive technical inspection of three EMD 20-645-E4 turbocharged diesel generator units located at NRTF Lualualei, Hawaii. The work is sponsored by NCTAMS PAC (DODAAC: N00950) and is titled "Generator Unit Technical Inspection" for the LLL Engine Project Assessment–Building 81. The contractor must provide one OEM-authorized EMD technician to travel to Hawaii and conduct a thorough on-site inspection over five consecutive days to assess the current material condition of the three generators (Gen 1: 2.5 MW @12.kV; Gen 2 and Gen 3: 2.0 MW @4160V each). The inspection shall specifically evaluate engine turbos, exhaust systems, front ends, viscous dampers, oil coolers, and auxiliary motors, pumps, and hoses to determine the full scope of work required for future center section overhaul.
Deliverables must be submitted within ten business days of completing the site visit and include a detailed inspection report documenting all findings, current condition assessment, and identified deficiencies, along with a comprehensive overhaul recommendation and a firm-fixed-price quote for labor and materials required to perform a complete center section overhaul. The Government will provide support including a safe work environment, crane services, adequate workspace, diesel fuel oil for cleaning, assistance with removing interferences to generator access, and waste material and fluid removal and disposal.
