This is a COMBINED SYNOPSIS/SOLICITATION for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number N0060426Q4045 is issued as a request for quotation (RFQ) for two (2) Government personnel from the United States Indo-Pacific Command (USINDOPACOM) to register, participate, and complete the 2026-2027 University of Southern California (USC) SHIELD Executive Program in Global Space and Deterrence. The period of performance (POP) is from 17 September 2026 to 24 April 2027.

This acquisition is NOT set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The 2022 NAICS code is 611430 (Professional and Management Development Training) and the Small Business Standard is $15.0 million. Product Service Code (PSC) of U008 (Education/Training - Training/Curriculum Development) has been selected for this requirement.

Responsibility Determination: Quoters shall maintain an active registration status in the SAM database, and Quoter Representation & Certifications shall be current to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov.

Quoters are responsible for ensuring timely submissions are received by the POC identified in the solicitation.

The Government is not responsible for late or lost submissions.

By submission of a quote, the contractor is affirmatively stating they take no exceptions to the Statement of Work (SOW) or any of the terms of the solicitation.

Basis of Award: The Government will award a purchase order resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation is deemed technically acceptable and will be most advantageous to the Government, considering price fair and reasonableness.

Quoters are advised that the quotation meeting the solicitation requirements with the lowest price may not be selected for award if award to a higher priced Quoter is determined to be more advantageous to the Government.

However, the perceived benefits of the higher priced quotation must merit the additional price.

Evaluation: To be deemed technically acceptable, the Quoter shall meet the solicitation requirements and demonstrate a good probability of success in meeting the performance objectives. A quotation is technically unacceptable if it fails to address the solicitation requirements or demonstrates a low probability of success in meeting the performance objectives.

The Quoter’s submission will be reviewed for mathematical correctness, making sure that all prices are summarized correctly to ensure completeness and accuracy.

When evaluating quotes, the Contracting Officer will review Quoter past performance using a variety of available resources (e.g. CPARS, SPRS, FAPIIS, SAM) as part of a responsibility determination. Quoters shall not be determined responsible or non-responsible solely based on a lack of relevant performance history.
