About this file

This document is a Small Business Subcontracting Plan from the Virginia Department of Small Business and Supplier Diversity (DSBSD) requiring offerors to detail their intentions for subcontracting work. The form is designed to encourage the utilization of DSBSD-certified small businesses, including micro, women-owned, minority-owned, and service-disabled veteran-owned businesses, in contract performance. Offerors must complete this attachment with their proposal to be considered responsive, indicating whether they plan to use subcontractors or complete all work themselves.

The plan allows for up to five potential subcontractors to be listed, with each entry requiring details such as company name, SBSD certification number, contact information, value percentage or dollar amount for the initial contract term, and a description of work. The document emphasizes that proposed subcontractor participation will be incorporated into the subsequent contract and become a requirement, with failure to obtain the proposed participation potentially resulting in a contract breach. Certification for small businesses is available through the DSBSD website, and the form serves as a mechanism to track and ensure meaningful small business involvement in government contracting opportunities.
