SECTION L (CONTINUED):
INSTRUCTION TO OFFERORS: Proposals will be evaluated in terms of both price and other evaluation factors in accordance with the evaluation criteria contained in this solicitation. Offerors should thoroughly read and understand the terms and conditions contained in the solicitation. Failure to provide any information requested in the solicitation, may render the offeror’s proposal technically unacceptable and preclude it from any further consideration for contract award. Offerors should ensure that the information contained in their proposal is factual, accurate and complete. If the Government accepts the offer, it will contractually bind the successful offeror to the terms and conditions of the solicitations.
In addition to price, the Government will evaluate other business/technical factors in accordance with the evaluation criteria contained in the solicitation. These factors are deemed essential in order to determine the offer that best meets the Government’s needs.
1. PRICE: Offerors shall submit a pricing proposal for the item(s) identified in the request for proposals (RFP) with the offeror’s insertion of its proposed prices for each contract line item on which the offeror is making a proposal.
2. PAST PERFORMANCE: Performance Risk will be assessed based on delivery history and quality history obtained from Supplier Performance Risk System (SPRS), formerly known as PPIRS-SR, for the applicable category of goods being procured using the Federal Supply Class (FSC) and/or the North American Industry Classification System (NAICS) code. The Government may also consider general trends of a vendor in the areas of on-time delivery and/or quality that may not be reflected in SPRS for the particular FSC/NAICS and information from various other sources such as, contracting agency experience with the contractor, previous contract history available from DCMA, etc.
If negative information from sources other than SPRS or the contracting agency’s own experience impacts the evaluation, the affected offeror will be given the opportunity to discuss that information.
Award(s) will be made to the company(ies) whose proposal(s) are determined to be the best value to the Government. The Government reserves the right to award to other than the lowest priced proposal or the highest rated (lowest risk) offer.
Supplier Performance Risk System (SPRS): SPRS provides past delivery and quality performance information. The sources of data include: the Department of Navy’s Product Data Reporting and Evaluation Program (PDREP), the Army's Logistics Modernization Program - Virtual Contracting Enterprise Reporting and Delinquency System (LMP-VCERADS), the Air Force’s JO18 (Delivery) and GO21 (Deficiency Reporting Information System), the Joint Deficiency Reporting System (JDRS) for joint Services aviation PQDRs, and DLA’s Supplier Relationship Management (SRM). SPRS classifications are based on the Federal Supply Class (FSC) or North American Industry Classification System (NAICS), are calculated monthly based upon 3 years of data, and are comprised of a Delivery Score and a Quality Color Ranking.
(a) Delivery Score: The contractor’s delivery performance will be based on a weighted combination of the percentage of contract line items with on-time deliveries and the average days late for all deliveries.
(b) Quality Color Ranking: Quality Color Ranking is based upon color/percentile groups. Contractor quality performance is based on a comparison among all contractors within an FSC. Contractor quality assessments are evaluated as follows:
Color
Percent Group
Dark Blue
High Five Percent
Purple
Next 10 Percent
Green
Next 70 Percent
Yellow
Next 10 Percent
Red
Last Five Percent
Dark Blue is evaluated more favorably than Purple
Purple is evaluated more favorably that Green
Green is evaluated more favorably than Yellow
Yellow is evaluated more favorably than Red
See DLAD Procurement Note, L08 Use of Past Performance Information Retrieval System—Statistical Reporting (Pending note name change to ‘Supplier Performance Risk System (SPRS))’ in Past Performance Evaluations for additional information. For further details concerning SPRS classification calculations and contractor data challenge procedures, see user guides under References at https://www.sprs.csd.disa.mil Other Past Performance Information: The offeror may provide past performance information, as follows, for consideration along with the offeror’s ratings/rankings from automated systems, in evaluating past performance:
(a) A list of contracts, commercial or government, performed within the past two years, limited to three (3) Government and three (3) commercial contracts for the same or similar items. The offeror shall provide or include a point of contact (POC), address, telephone number, an average dollar amount of the contract per annum, the period of performance, and a sample listing of the items provided for under the commercial contracts. For any government contracts, provide the government agency, a (POC), telephone number, appropriate contract number, estimated dollar value of the contract, period of performance, and a sample listing of the items provided. The Government reserves the right to limit the number of references it decides to contact.
(b) A listing of any “problems” or discrepancies (includes shortages, overages, damages, defects, or misshipments, etc.) experienced within the past year for the contracts or customers reported in reference to paragraph 1a. Include a brief description of how these problems were addressed and remedied.
Past Performance of Utilizing Small Business Concerns: The offeror shall describe the extent of its past performance in the past two years for the contracts reported in response to paragraph (a) above for:
( x ) Subcontracting with U.S. small business, veteran-owned small, service-disabled veteran-owned small, HUBZone firms, and women-owned small business concerns; and historically black colleges and universities, and minority institutions, including compliance with the requirements of FAR 52.219-8 – Utilization of Small Business Concerns, FAR 52.219-9 - Small Business Subcontracting Plan, and DFARS 252.219-7003 - Small, and Women-Owned Small Business Subcontracting Plan (DoD Contracts).
3.
DELIVERY: See Section F of the solicitation for time, place and method of delivery or performance.
4. SURGE AND SUSTAINMENT: Information may be required from the offeror as specified in DLAD Procurement Note, L18 Surge and Sustainment (S&S) Requirements - Instructions to Offerors.
5. SOCIOECONOMIC PROPOSAL: In addition to, and separate from, any subcontracting plan required by the clause 52.219-9, provide a description of the current and future efforts your company will make to assure that small, small disadvantaged, service-disabled veteran-owned, HUBZone, and women-owned small business concerns will have equal opportunity to compete for subcontracts under any resulting contract. Describe your current and planned proposed range of services, supplies, and any other support that will be provided to you by these businesses. Include specific names of subcontractors to the extent they are known.
SECTION M (Continued)
EVALUATION FACTORS FOR AWARD
General Basis for Award:
( X ) Single or Split Awards: The award of each individual item of supply specified in this solicitation will be made to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. In making the best value determination, the Government will make a comparative assessment of the offerors.
All proposals will be evaluated to determine that the offered price(s) reflects a technical understanding of the requirement and those considered unrealistic may be rejected.
Evaluation Factors:
The Government will base the determination of best value on a comparative assessment of the offeror’s prices, past performance, and other evaluation factors as identified in this solicitation. The determination of best value also considers the relative importance of the evaluation factors. All evaluation factors, other than price, when combined are:
(x) approximately equal to price
The final award decision may be made through a trade-off between price and the non-price factors.
The following factors, ranked in descending order of importance, will be considered in the evaluation of proposals received under this solicitation:
1. Price
2. Past Performance
3. Proposed Delivery
4. Surge and Sustainment (CLIN 0002 & 0005 only)
5. Socioeconomic Support 1.
PRICE: The offered price will be evaluated as adjusted by price related evaluation factors identified in this solicitation and, if indicated, the following:
(x) DLA L&M Proc Note 216-9013 Evaluation of Offers for Indefinite Delivery Type (IDT) Solicitations (July 2017)
(x) Other (i.e. Contractor First Article Testing): Contractor First Article Testing applies to CLIN 0002 and 0005. The cost offered by the contractor for performing the CFAT shall be a factor in evaluating offers. The Contractor’s testing cost will be added to the total offered price of the applicable item.
The Government will also evaluate the reasonableness of offered prices.
2.
PAST PERFORMANCE: Past performance includes but is not limited to, the offeror’s record of conforming to specifications, to the standards of good workmanship, adherence to contract schedules, commitment to customer satisfaction, and cooperative behavior. The Government will use the past performance evaluation factors marked below:
(x) Supplier Performance Risk System (SPRS)
(x) Past Performance of Utilization of Small Business Concerns The Government may solicit information from an offeror’s customers and business associates; federal, state, and local government agencies; and from other persons and organizations as deemed necessary. The Government reserves the right to limit the number of references it decides to query and to contact references other than those provided by the offeror.
Supplier Performance Risk System (SPRS): The Government will consider the offeror’s SPRS score/ranking and any other information provided relating to the offeror’s performance (see Section L). Evaluation of SPRS delivery assessments will be based upon a numerical scale ranging from 0 (low) to 100 (high). If no delivery records are found in SPRS, no delivery score will be assigned to the offeror for that specific FSC. Quality performance will be assessed based upon relative ranking among all offerors within a given FSC.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available in the SPRS, the offeror will be evaluated neither favorably nor unfavorably on past performance.
For further details concerning SPRS classification calculations and contractor data challenge procedures, see user guides under References at https://www.sprs.csd.disa.mil
3.
PROPOSED DELIVERY: Offerors will be evaluated based on their offered delivery as compared to the Government’s required delivery. Preference may be given for offered deliveries that are shorter than the required delivery. The Government may elect to consider for award only those offers that comply with the required delivery schedule but reserves the right to consider offered delivery times that exceed the number of delivery days required by the government. Offered deliveries that exceed the required delivery may be evaluated less favorable than those meeting or offering shorter than the Government's required delivery.
4.
SURGE AND SUSTAINMENT: The Government will evaluate the offeror's ability to meet the surge and sustainment requirements on identified in this solicitation (CLINs 0001 & 0003) in determining the offer that represents the best value to the Government. This requirement is further defined in DLAD Procurement Note - M07 Surge and Sustainment (S&S) Evaluation.
UCF SECTION M - EVALUATION OF OFFERS FOR INDEFINITE DELIVERY TYPE SOLICITATIONS (July 2017)
(a) Offers will be evaluated on the basis of the estimated annual quantity. Unless (b) is checked below, if quantity increments are offered with various prices, the highest price offered will be used for evaluation. If line items for both DLA direct and customer direct are included in the schedule, offers will be evaluated based on the total extended price for the DLA direct and customer direct line items.
(b) [ x ] If checked, and subject to the terms and conditions of the solicitation relating to the evaluation of offers, the following procedures will be followed:
(1) When offers are requested on a quantity increment basis, each contract line-item (CLIN) will be evaluated for price by:
[ ] applying a weighted factor of 18% to the first quantity increment, 36% to the second increment, and 46% to the third increment to arrive at an average weighted unit price.
[ x ] applying a weighted factor of 5% to the first quantity increment, 65% to the second increment, 25% to the third increment, and 5% to the fourth increment to arrive at an average weighted unit price.
This average weighted unit price will be multiplied by the estimated annual quantity that may be procured during the contract period to arrive at a total annual evaluated price for each CLIN. If the solicitation provides for separately priced option periods, average weighted prices will be calculated as described above in (1) for each option period and then added to the base contract period total to determine the total estimated price of that line item for the evaluation.
(2) When quantity increment prices are not requested, offers for each CLIN will be evaluated by multiplying the unit price by the estimated quantity that may be procured during the contract period to arrive at total price for each CLIN.
(3) Prices offered must be unit prices only which are clearly stated and which require no further interpretation by the Government to determine the actual offered price. Prices must not be stated as part of a pricing formula or as charges per lot. Unit prices offered must include costs of compliance with all solicitation requirements, with the exception of additive CLINs. For each item of supply for which a price is offered, prices must be offered for each quantity increment and year. Failure to submit proposed prices in accordance with these instructions may result in rejection of the offer.
(4) In the event first article testing and/or technical data are required for any or all of the CLINS, the cost of such testing and data will be added to the appropriate CLIN or prorated based on the ratio of the estimated quantity for each CLIN to the total estimated quantity of the various CLINs covering the same item or national stock number (NSN). In the event an offeror is low only on one CLIN (where there are several CLINs for the same item) (NSN), the cost of testing and data pertaining to that CLIN will be added for evaluation purposes.
(5) [ x ] If checked, when free on board (f.o.b.) origin offers are authorized, transportation costs will be considered in evaluation and will be based on the best estimated quantity of each CLIN as specified elsewhere in this solicitation. Carload or truckload rates will be used to evaluate the cost of transportation for each CLIN unless the best estimated quantity would not constitute a carload or truckload. In such case, less than carload (LCL) or less than truckload (LTL) rates will be used for evaluation purposes.
