About this file
This is Addendum No. 1 to the bidding documents for the Madisonburg Water Works Chlorine Contact Piping Project in Centre County, Pennsylvania, issued by Benesch on September 3, 2026. The project involves the supply of materials and installation of a serpentine-style chlorine contact piping system and chlorine analyzer vault near the finished water storage tank. Key bid items include approximately 1,030 linear feet of 12-inch PVC pipe, 18 units of 12-inch 90-degree mechanical joint bends, a chemical feed vault, blowoff flap valve, gate valves, ductile iron fittings, conduit, and control wiring for SCADA integration. The addendum modifies the original August 2025 bidding documents by adding Section 012100 for allowances, updating quantities on the bid form, adding dimensioning details to plan sheets, and clarifying piping specifications. The pre-bid meeting was held on August 19, 2026, at the Madisonburg Water Works facility. Electronic bids are due by 2:00 PM on Tuesday, September 8, 2026 (revised from September 1, 2026), with questions due by 12:00 PM on Thursday, September 3, 2026. Project award is expected following the bid opening, with substantial completion required within 90 calendar days and final completion within 120 calendar days from the Notice to Proceed.
The contract includes a lump sum allowance of $225,000.00 for general SCADA upgrades within the water treatment plant, to be managed by Keystone Engineering Group (KEG), the existing SCADA system integrator. This allowance covers equipment procurement, installation, programming, and integration of new control systems including a new PC, firewall, SCADA software, PLC control panel with Allen Bradley Compact Logix PLC, chlorine analyzer, and related wiring and commissioning services. The project is funded through the Pennsylvania Infrastructure Investment Authority (PENNVEST) with loan closing scheduled for October 2026. A bid bond equal to 10 percent of the total bid amount is required at submission, with performance and payment bonds of 100 percent of the contract award price required within 10 days of award. Liquidated damages are assessed at $1,000 per day prior to substantial completion and $500 per day after substantial completion until final completion. All work must comply with Pennsylvania prevailing wage requirements, and the contractor is responsible for quality control testing and inspection services including earthwork testing and concrete sampling.
