About this file

This is a Scope of Work document for St. Louis Public Schools (SLPS) seeking a districtwide student photography services provider. SLPS requires a qualified vendor to deliver comprehensive photography services across all 60+ school locations, including high schools, middle schools, elementary schools, and early childhood centers. Services encompass individual student portrait photography for identification and yearbook purposes, staff photography upon request, retake days, image processing and editing, and secure digital file delivery in district-specified formats. The vendor must provide a secure, web-based online ordering system accessible via mobile and desktop devices for parent and guardian purchases of photo packages and yearbooks. Photography scheduling must be coordinated with school administrators to minimize disruption to instructional time. The initial contract term is one year with options for two additional 12-month extensions, subject to satisfactory vendor performance and district evaluation.

St. Louis Public Schools will not be billed for student photography services under normal operating conditions; instead, parents and guardians purchase photo packages directly from the photography provider. The vendor is responsible for all payment processing, customer service, order fulfillment, and direct distribution to families. The vendor must clearly identify minimum participation thresholds and any circumstances that would trigger district billing, subject to district review and approval. Minimum qualifications require at least five years of experience providing student photography services to K-12 schools with demonstrated experience in large, multi-school districts and strong preference for urban public school district experience. The vendor must maintain commercial general liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), workers' compensation coverage, and automobile liability insurance ($1,000,000 combined single limit if applicable). All vendor employees, contractors, and agents with student contact must complete criminal background checks per SLPS policy and Missouri law. The vendor must comply with FERPA and all student data privacy requirements, with student images and identifying information used solely for contract fulfillment and protected against unauthorized access or disclosure.
