About this file
This is a Proposal Affidavit for a road resurfacing project issued by Williamson County, Texas. The affidavit establishes certification and compliance requirements for contractors bidding on the O'Connor Drive Milling and Overlay project, which involves resurfacing O'Connor Drive from Morgan Hill to RM 620. The document requires all bidding contractors to certify compliance with multiple Texas Government Code provisions and represent that their proposals have not been prepared in collusion with competing respondents.
The affidavit contains six primary certification requirements applicable to the contractor. First, firms with ten or more full-time employees and contract values of $100,000 or more must certify they do not boycott Israel. Second, companies must certify they are not engaged in business with Iran, Sudan, foreign terrorist organizations, or entities on state-maintained sanction lists. Third, firms of similar size and contract value must certify they do not boycott energy companies. Fourth, contractors must certify non-boycott status regarding firearm and ammunition industries under the same size and value thresholds. Fifth, contractors must certify they have not been debarred from conducting business in Texas. Sixth, contractors acknowledge that awards may be adopted by other agencies through interlocal agreement piggyback provisions, excluding professional services. By signature, contractors also certify the absence of collusion, price-fixing agreements, or pool arrangements within the preceding six months, with acknowledgment that inaccurate certification may result in contract termination and payment withholding.
