About this file
This document is an Addendum No. 1 for Request for Bid (RFB) No. 25-200-B issued by the North Texas Municipal Water District (NTMWD) for Pipeline and Easement Mowing Services. The addendum details questions and answers from a pre-bid meeting, covering the scope of work for mowing and herbicide application on pipeline easements. NTMWD intends to award the contract to one vendor, though multiple vendors may be considered if beneficial. The project involves mowing easements, applying herbicide around fences, gates, and infrastructure, with approximately five locations requiring backtracking. The mowing cycles typically take between one to one-and-a-half months, depending on weather conditions.
The incumbent vendor is Bushwackers Land Clearing, LLC, and maps will be provided only to the winning vendor due to security concerns about public infrastructure. Billing will be handled through a blanket purchase order, with contractors able to submit pay requests as mowing cycles are completed. While no estimated cost was provided, the solicitation packet includes instructions for potential price adjustments for the annual contract. NTMWD will not dictate specific operational methods but expects adequate and timely service, reserving the right to request additional crews if the contractor falls behind schedule.

Re: Addendum No. 1
RFB No. 25-200-B Pipeline and Easement Mowing Services
QUESTIONS RECEIVED AT PRE-BID MEETING
QUESTION 1: Is this project going to be awarded to one vendor or multiple vendors?
ANSWER 1: It is the intent of NTMWD to try and work with one vendor for the entire project.
However, if the benefit to NTMWD warrants that multiple vendors be awarded, then we will pursue that avenue.
QUESTION 2: There’s a possibility you may mow several miles in one direction and not have a crossing and must turn around and back track. How many of those would we possibly encounter?
ANSWER 2: While we do not have an exact number due to changes in development and heavy rains, these locations change from year to year. However, there are approximately five (5) locations that we are aware of.
QUESTION 3: For spraying, is it for the entire area, accessible culverts, or for the culverts and access points?
ANSWER 3: Please refer to Scope of Work, III. Specifications, E. Herbicide Application for how NTMWD prefers application. NTMWD looks for an area of about one foot on each side of the fences and gates, and approximately one to two feet around each appurtenance. NTMWD is not looking for a ground clearing type spraying, but rather a broad leaf weed killer to help control the tall weeds such as Johnson Grasses.
QUESTION 4: For spraying, is equipment subjective to what’s best for the area? Is there anything that would limit the type of equipment that is used?
ANSWER 4: We do not specify what type of spraying equipment is utilized, as long as the footprint of the spray zone is controllable to minimize any overspray.
QUESTION 5: Is there a timeline required to get a cycle completed?
ANSWER 5: We do not have a specified timeline for the cycles, but in the past we have experienced between a month to a month and a half depending on the weather.
QUESTION 6: What are the desired distances to spray around the fences, marker signs and valves?
ANSWER 6: Please see question 3.
QUESTION 7: Is mowing only for actual pipeline infrastructure or are we trimming in creeks and making sure creeks are clear?
ANSWER 7: NTMWD is requesting easement mowing.

QUESTION 8: Are you looking or multiple mowing crews to work on the sites or just a few tractors on one site and moving along as we go?
ANSWER 8: NTMWD will not dictate how a company performs their operations, as long as the services provided are adequate and timely. If the contractor starts to fall behind, we may request that you provide additional crews to expedite the work.
QUESTION 9: Is there any wording in the contract for price increases every year?
ANSWER 9: Please refer to the solicitation packet, Price Adjustments for Annual Contract, A., for instructions on how to request a price increase.
QUESTION 10: Have all the lines been maintained yearly?
ANSWER 10: Yes. Currently all lines are being maintained. The only exceptions may be newly installed lines that have not been accepted by NTMWD.
QUESTION 11: Who is the incumbent vendor?
ANSWER 11: Bushwackers Land Clearing, LLC.
QUESTION 12: There were no maps in the solicitation packet. Will maps be provided?
ANSWER 12: Maps will be provided to the winning vendor. Due to our systems being public infrastructure and considered potential targets for terrorist, we minimize the accessibility to this information.
QUESTION 13: Once purchase orders are issued are you okay with billing toward the purchase order each week with completed portions?
ANSWER 13: A blanket purchase order will be issued for the contractor to submit pay requests toward as mowing cycles are completed for each line, or at the end of the week during the mowing cycles.
QUESTION 15: Is an estimated cost available?
ANSWER 15: We do not have an estimated cost available.
