The Buyer assigned to this RFP, along with contact information, is noted on Page 1. The Buyer is the sole point of contact during this process and no information provided by any other personnel will be considered binding.

All respondents should use this written document, its attachments, and any amendments as the sole basis for responding.
2. ACCESS TO COUNTY BUILDINGS
Controlled access screening is mandatory for all vendors seeking access to the Waukesha County Courthouse and Administration Building. Anyone visiting either building is to enter and exit the facilities through the main Courthouse public entrance (Door #2), 515 W. Moreland Blvd. Screening will take place in the lobby of the Courthouse. A corridor near the Courthouse lobby connects both buildings together.

All other questions, clarifications or exceptions regarding the RFP document must be submitted to the Buyer via the Vendor Discussion Messages in Bonfire prior to the submission of the proposal. We encourage you to submit preliminary questions prior to the pre-proposal conference (if applicable). Please note the due dates and times noted on Page 1 for both preliminary and final questions.
If it becomes necessary to clarify or revise any part of this RFP, amendments will be posted to the Waukesha County Bonfire portal via Public Notices with applicable Public Files, in accordance with the schedule on Page 1. It is the responsibility of prospective vendors to check the portal for any amendments prior to the opening date. All amendments must be acknowledged on the RFP Signature Page in the area provided. Failure to do so may result in your response being rejected.
4. PRE-PROPOSAL CONFERENCE
Vendors are invited to attend a pre-proposal conference related to this RFP. Please review the time, date and location on Page 1. Although attendance is not mandatory, failure to attend will not relieve the successful vendor of their obligation to carry out the provisions of the contract. Allow sufficient time to get through the screening process if you are attending the Pre-Proposal Conference.
5. CONTENTS OF PROPOSAL
All attachments, additional pages, addenda or explanations supplied by the vendor with their proposal will be considered as part of the proposal response. Materials contained in proposals are subject to the Wisconsin Public Records Law and, after contract award, may be viewed by any member of the public if requested under the law. If you believe materials contained in your proposal are exempt from disclosure, you must specify which statutory exception applies, however Waukesha County reserves the right to determine whether a record is subject to release under the Wisconsin Public Records Law. Marking a proposal or any portions thereof as confidential does not automatically make the record exempt from disclosure. If Waukesha County determines it is obligated to provide a record in response to a public records request, you may pursue a court order, at your own cost and expense, preventing disclosure of the requested record.

Design/Engineering Services Expo Center Maintenance, Security, and Safety Improvements
Waukesha County Parks and Land Use (PLU) January 30, 2026
I. INTRODUCTION
The Waukesha County Department of Parks and Land Use (“the County”) is requesting a Proposal from Architectural/Engineering (A/E) firms (“the Consultant”) in order to evaluate, rank and select a firm for the design/engineering services for the Expo Center Maintenance, Security, and Safety Improvements.
The Proposal covers design/engineering services. The design services contract will be a two-party contract between the Consultant and the County (“ATTACHMENT B-TWO-PARTY AIA CONTRACT B105-2017”).
II. PROJECT DESCRIPTION
The Expo Center Maintenance, Security, and Safety Improvements Project (PROJECT) will replace aging systems, improve operational efficiency, and address public safety through a series of infrastructure improvements. Consultant design services for the PROJECT shall include the following:
• Arena interior lighting
• Stage interior lighting
• Interior sound and video projection
• Interior and exterior security cameras
• Outdoor paging system
• Gate #3 and #4 card readers
• Exterior electrical panels (add alternate)
The Expo Center is located at 1000 Northview Rd, Waukesha, WI 53188. The Expo Center interior 360-degree imagery captured in 2024 can be found at the following link: Waukesha County Expo Center - DocuSketch. NOTE: This is not all inclusive, so interested Consultants are highly encouraged to attend the Pre-Proposal Meeting to observe existing conditions.
The County Team overseeing this project will include Expo Center staff, a Parks project manager, an IT representative, and a Facilities representative.
BASE CONTRACT:
Arena Interior Lighting Existing Conditions: Existing arena fixtures rely on obsolete fluorescent components with multiple dimming ballasts per fixture. Replacement parts are increasingly unavailable and costly, and several capabilities have been lost due to component failures. Meeting rooms, backstage, offices, and canopy areas use 277-volt fluorescent systems with fading bulbs requiring frequent replacement and higher energy draw.
Proposed Improvement: Transition to high-efficiency LED fixtures with modern dimming controls and networked lighting management. Standardize lamp types across spaces to reduce maintenance complexity.
Stage Interior Lighting Existing Conditions: Very outdated system of approximately 50 fixtures using 300-watt incandescent bulbs with colored lenses; not compatible with modern lighting control/scene needs.
Proposed Improvement: Remove legacy fixtures; install a new aluminum ceiling truss to support modern, efficient fixtures.

RFP Document, Page 2 of 8 RFP # 2026004 Expo Center Maintenance, Security, and Building Improvements
Interior Sound and Video Projection Existing Conditions: The current house system originates from the early 1980s and is not compatible with modern events’ needs. Interference issues limit concurrent wireless use, and connections for streaming and contemporary equipment are unreliable, which discourages lessees from using in-house services.
Proposed Improvement: Replace core audio infrastructure (mixing, processing, amplification, distribution) and expand modern, coordinated wireless microphone capability with proper frequency management and shielding. Upgrade connectivity for streaming and touring systems.
Interior and Exterior Security Cameras Existing Conditions: There are currently no security cameras on the grounds or inside buildings. Clients increasingly request this capability for events, and incident documentation is limited.
Proposed Improvement: Install interior cameras in the main arena and expand coverage to other buildings and exterior grounds, focusing on entries, circulation areas, and parking lots.
Outdoor Paging System Existing Conditions: Campus-wide outdoor communications are limited. Emergency notifications and event announcements require clear, consistent coverage.
Proposed Improvement: Install an outdoor paging system with intelligible coverage across public assembly areas and integrated with indoor announcements and emergency procedures.
Gate #3 and #4 Card Readers Existing Conditions: High-use gates serving daily operations and back-of-house access are worn and due for replacement.
Proposed Improvement: Replace gates with heavy-duty models suitable for frequent cycling and winter conditions, including reliable access control hardware.
ADD ALTERNATE:
Exterior Electrical Panels Existing Conditions: Original 200A load panels (installed in the early 1980s) are due for replacement;
several boxes are worn.
Proposed Improvement: Replace worn boxes and the remaining original panels (10) with modern panels and standardized duplex outlets per box.
On pricing/bid document (BT-45FJ), the level of effort for the add alternate is to include this trade as indicated on all phases.
COUNTY RESPONSIBILITIES:
Contract scoping will confirm specifics, but the initial listing of County responsibilities is noted below:
