About this file
This document is an attachment to Request for Proposal (RFP) No.10197761 issued by the California Department of Water Resources (CDWR) for a Power Purchase Agreement (PPA) to procure renewable energy and capacity, including attributes used to qualify for Resource Adequacy, and all associated Environmental Attributes, including Renewable Energy Credits (RECs), from a solar PV or wind facility. The RFP seeks a facility with a minimum capacity of 50 MW and maximum capacity of 500 MW that is currently active in the CAISO cluster study process and has the ability to interconnect to the CAISO Balancing Authority Area. Proposers must meet minimum qualifications related to experience, financials, insurance, and environmental compliance. Proposals are due by a specified date, and awards will be made at a later date.
The RFP attachment provides more detailed information on the proposal requirements, including experience criteria for project development, operations and maintenance, CAISO market participation, and project financing. It also outlines the scoring methodology for evaluating proposer creditworthiness, insurance coverage, and environmental compliance. Proposers must provide specific supporting documentation to demonstrate they meet the minimum qualifications.
