About this file
This is an Addendum No. 2 to a competitive sealed bid solicitation issued by the Maryland Environmental Service for the furnishing and delivery of granular quicklime to the Freedom Wastewater Treatment Plant. The project, identified as MES PROJECT ID NO. 1-26-2-55-5, requires qualified contractors to deliver granular quicklime by the ton to the facility. The proposal due date is April 15, 2026, with submissions required by 1:00 PM. All prospective bidders must acknowledge receipt of Addendum No. 2 on the bid form, and any cost impacts resulting from this addendum must be included in their bids.
Addendum No. 2 addresses a question from potential bidders regarding the acceptability of bagged granular quicklime as an alternative to bulk delivery. The Maryland Environmental Service clarified that bagged granular quicklime is not acceptable for this project. All deliveries must be offloaded directly into the lime silo at the site, establishing a specific operational requirement that bidders must accommodate in their proposals and pricing. This addendum is issued to modify, explain, and correct the original contract documents and becomes part of the binding contract documentation.
