The County seeks a qualified consultant with specialized expertise in public-sector radio communications systems to evaluate the County's existing and future radio infrastructure and advise on the most appropriate strategic direction. The consultant will assess coverage, capacity, reliability, cybersecurity, interoperability, and supporting infrastructure while evaluating three primary alternatives: continuing participation in the Granbury Regional Radio Network (which the County joined in November 2023), transitioning to a County-owned and County-operated network, or participating in a neighboring or regional radio network. Electronic submissions through the BonFire website are preferred, or hard copy submissions with an original and five copies may be delivered. The selected consultant will provide written findings, recommendations, and a strategic roadmap in a format understandable to both technical and non-technical stakeholders. Award will be made by the Hood County Commissioners' Court at a future date, with the County retaining the right to conduct oral interviews or request additional information before final selection.

The consultant's work shall be strictly advisory in nature and shall not include the sale, installation, maintenance, or operation of radio equipment or systems. The RFQ specifies maximum page limits for submissions organized into required sections: Executive Summary (1 page), Firm/Organization (4 pages), and Technical Qualifications (8 pages). Evaluation criteria totaling 100 points include firm qualifications and background with P25 systems (25 points), technical qualifications of key personnel (30 points), verifiable relevant experience on similar Texas county or public sector projects (15 points), understanding of the project (20 points), and clarity of response (10 points). The County will initiate contract negotiations with the selected firm regarding the cost of services and may cancel the contract at any time with thirty days' written notice. All respondents must disclose any vendor relationships or potential conflicts of interest and must complete Form 1295 with the Texas Ethics Commission. Questions regarding specifications must be directed to Hood County Purchasing at gtilleman@hoodcounty.texas.gov no later than 10:00 am on January 30, 2026.
