Specifications
I. Project Summary
Los Angeles World Airports (LAWA) requires air monitoring services in support of asbestos, lead, and mold removal at Los Angeles International Airport (LAX) and Van Nuys Airport (VNY). Requested services shall include air sampling, laboratory analysis, inspections, project monitoring, technical consultation, and reporting. The Contractor shall provide these services on an as-needed basis and in accordance with applicable regulatory requirements to ensure that the affected areas are safe for re-occupancy. Information generated under this contract will be used by LAWA to assess project conditions, document compliance, and support occupancy decisions.
II. Scope of Work
The Contractor shall provide all labor, supervision, equipment, sampling media, laboratory coordination, transportation, documentation, and related support needed to perform the services requested by LAWA. Services shall be provided on an as-needed basis and may be required before, during, or after abatement work. The Contractor shall respond within 24 hours of a service request and shall perform the work in accordance with applicable federal, state, and local requirements.
Services
The services listed below include, but are not limited to, the services LAWA may request under this contract. The Contractor shall conduct required inspections, collect samples, coordinate laboratory analysis, and submit results and reports to LAWA. LAWA will determine the number and location of samples for each project. Asbestos air monitoring, lead and mold testing, visual inspections, and on-site clearance testing are site-based field work and are subject to prevailing wage requirements.
Types of Sampling and Air Sample Analysis
The Contractor shall perform air sampling before, during, and after abatement work, as directed by LAWA. Samples may be collected inside the work area and at locations outside the work zone when there is a potential hazard. All samples shall be analyzed by an accredited laboratory using the appropriate method. Sampling and analysis shall comply with applicable requirements of the Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), National Institute for Occupational Safety and Health (NIOSH), and other federal, state, and local authorities. The Contractor shall provide qualified personnel to conduct daily inspections and phase-completion inspections. If an inspection identifies deficiencies, the Contractor shall document the findings, correct the deficiencies, and perform any required follow-up inspection. If air monitoring results exceed applicable limits, contamination is identified outside the work area, or another unsafe or noncompliant condition is found, the Contractor shall immediately notify LAWA and take corrective action. LAWA may suspend the affected work until the Contractor provides testing results showing that airborne contaminant levels meet the applicable clearance requirements and LAWA authorizes work to resume. Sampling reports shall be submitted to LAWA for review and recordkeeping. The Contractor shall use calibrated equipment and appropriate filters and media and shall keep required South Coast Air Quality Management District permits for HEPA filters on site.
Inspection and Enforcement
• Daily and phase-completion inspections. The Contractor shall assign an appropriately qualified on-site technician to conduct and document daily inspections throughout each stage of abatement work and an inspection upon completion of each phase.
• Failed inspections and corrective action. If an inspection identifies a deficiency or noncompliant condition, the on-site technician shall document the reason for the failed inspection and promptly notify LAWA and the applicable abatement contractor. The deficiency shall be corrected before the technician performs and documents a follow-up inspection.
• Exceedances and work suspension. If monitoring results exceed applicable limits, contamination is identified outside the work area, cooperation necessary for compliant monitoring is not provided, or another unsafe or noncompliant practice is observed, the on-site technician shall immediately notify LAWA and the applicable abatement contractor and may direct an immediate suspension of the affected work, subject to LAWA authority.
• Resumption of work. The affected work shall not resume until corrective action has been completed, follow-up inspection or testing confirms compliance with applicable clearance requirements, and LAWA authorizes the work to resume.
A. Sampling must comply with:
• Environmental Protection Agency (EPA)
• Occupational Safety and Health Administration (OSHA)
• National Institute for Occupational Safety & Health (NIOSH)
• Federal, State and local agencies environmental health regulations, rules, guidelines, regulatory standards and procedures.
B. The Contractor is required to perform air sampling prior to, during, and upon completion of any abatement project. Air samples shall be collected both within the abatement area and in any locations outside the work zone that may present potential hazards. All samples must be analyzed by an accredited laboratory utilizing appropriate methodologies, such as Phase Contrast Microscopy, Transmission Electron Microscopy, or equivalent techniques. The City reserves the authority to determine the quantity of air samples collected for each project. Sampling reports must be submitted to LAWA’s Safety Engineer for evaluation and recordkeeping purposes.
C. The on-site Technician is required to perform inspections following the completion of each phase of work.
D. The Technician is responsible for conducting thorough daily inspections throughout every stage of the abatement project.
E. In the event of a failed inspection, the Technician shall provide the Contractor with the reason for the failure. The Contractor is required to promptly address the issue and inform the Technician, who will subsequently conduct a follow-up inspection.
F. Copies of current South Air Quality Management District (SCAQMD) permits for HEPA filters must be kept on site with air sampling equipment available for inspection by City staff or external inspectors. Contractor must use calibrated air sampling equipment and appropriate filters/media.
G. If air monitoring results surpass the permissible limits, the Technician must promptly inform the Contractor. The Contractor is then required to halt all operations and take immediate action to resolve the issue.
H. The Technician shall have the authority to stop work due to lack of cooperation by the Contractor, contamination of areas outside the immediate work zone or any practice that does not comply with the agencies noted above.
