About this file
This is a Justification for Other Than Full and Open Competition (FAR Subpart 6.3) prepared by the U.S. General Services Administration Public Buildings Service for the acquisition of support and administrative workspace for the Transportation Security Administration (TSA) at airport properties.
The justification addresses GSA's need to lease approximately multiple locations of administrative and support workspace (including office, break, training, and storage space) on airport property under TSA requirements mandated by Public Law 107-71. The Aviation and Transportation Security Act (ATSA), signed into law on November 19, 2001, assigned TSA responsibility for federal civil aviation security and screening operations for passenger and interstate air transportation at every U.S. airport with scheduled commercial airline service. The workspace must be located on airport property to support TSA's critical security functions. GSA determined that limited competition is appropriate under 41 U.S.C. 253(c)(1) because the property and services are available from only one responsible source—the airport authorities—and no other property or service will satisfy the agency's needs. The justification indicates that market surveys will be conducted as space needs arise, with notices published per FAR 5.201 and GSAM 505.202, and that each contracting officer must certify in writing that contract prices are fair and reasonable using available market information. The class justification was approved by GSA leadership including the Associate General Counsel for Real Property and the Commissioner of the Public Buildings Service.
