Dear Quoter:

Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Institution Mendota, California, Contracting Office, for the acquisition of KOSHER FOODS for 3rd QTR FY23. This package contains all the necessary information for submitting a request for quote (RFQ), for evaluation. Please carefully follow all instructions located in the solicitation package concerning the content, format and submission of your quote.

All potential Quoters are advised that this solicitation includes the clause FAR52.212-4 (Dec 2022) for Commercial Items, System for Award Management (SAM). This clause requires all contractors doing business with the Federal Government to be registered in the SAM database. Make sure to include your Unique Entity ID (UEI) number with your quote. The Contracting Officer will verify registration in the SAM database prior to award.

On the specification sheet, Quoters must include a point of contact, and contact information (email and phone number), UEI for SAM, and insert price per unit and total of items bidding on.

Only quote on those items specified, do not change the item or item description. If you fail to meet the delivery schedule or attempt to provide an item that doesn’t meet the specifications it will be noted as a performance issue and your bid for future orders may not be considered.

Quotes shall be received on or before Tuesday, February 28, 2023 at 4:00 p.m. Pacific Standard Time.

Quotes received after the deadline will be handled in accordance with FAR 52.212-1(f). Quotes shall be submitted electronically via email ONLY to MEN-ProcurementProp-S@bop.gov.

Any questions regarding this requirement may be submitted in writing to MEN-ProcurementProp- S@bop.gov or Edward Krause, exkrause@bop.gov (No phone calls please). We will consider all questions received and provide response where appropriate.

The Government reserves the right to make a single award, or multiple awards to the responsible quoter(s) whose quote, conforming to the solicitation, is considered to be most advantageous to the Government, with price being considered. Past performance will be considered approximately equal in value to price. The Best Value Determination method will be used to make award for this requirement.
