National Menu Specifications Quote Sheet – FMC Rochester FY26 3rd Quarter Award Information

This is a National Menu Specifications Quote Sheet for Federal Medical Center Rochester's third quarter fiscal year 2026 food and supply procurement. The document solicits competitive bids for 53 line items across meat proteins, dairy, canned vegetables, pantry staples, and condiments required for institutional food service. Awarded vendors include Mullen Marketing, Clark's, Superb Meats, Pueblo, National Food Group, and Shaver across various categories. Pricing ranges from $0.045 per unit (corn tortillas) to $103.68 per case (beverage mix). Critical specifications include strict requirements for product freshness, labeling compliance, packaging standards, fat content limits, USDA grade certifications, and sourcing documentation. Ground beef products must be six months or younger at delivery with printed dates on labels; chicken breast items require FSIS inspection and pathogen reduction compliance; fish fillets must be 100% net weight with no water or glaze added. All products must comply with detailed federal food standards referenced in Code of Federal Regulations sections and CID specifications.

Delivery requirements mandate that all items arrive within 30 days of order, Monday through Friday between 8:00 AM and 2:30 PM, fully palletized unless otherwise arranged. Non-frozen perishable foods must be delivered between 34°F and 40°F; frozen products at 0°F or below. Bulk items require packaging in 50-pound or smaller containers with no evidence of prior thawing permitted. The buyer reserves three days post-delivery for inspection and testing, with non-compliant items subject to vendor pickup within two weeks at vendor expense or proper disposal at vendor cost. Failure to meet delivery schedules results in removal from future bidders' lists. Specification substitutions are explicitly prohibited; vendors must comply exactly with stated item descriptions regarding IMPS codes, form factors, ingredient composition, and packaging to avoid award rejection.
