Evaluation Factors for Award
Basis for Contract Award. This is a Lowest Price Technically Acceptable source selection conducted in accordance with Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). The test program authorized under FAR Subpart
13.5 is applicable to this acquisition. Award will be made to a single offeror who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), whose quote is technically acceptable, conforms to the solicitation requirements, and whose quote, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, represents the lowest price technically acceptable.
h. Award for All of the Work. The Government intends to award one (1) contract as a result of this solicitation. Quotes received for less than the stated number of items listed in the Price Schedule will be considered ineligible for award. As set forth in FAR 52.212-1 (g), the Government intends to evaluate quotes and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government may reject any or all offers is such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
Evaluation Criteria. Evaluation criteria consists of factors. The quotes will be evaluated under two (2) evaluation factors: Technical Capability, and Price.
Factor 1 – Technical Factor. The Technical Factor will receive one of the ratings defined below.
Table 1. Technical Capability Acceptable/Unacceptable Ratings Rating Description Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
In order to receive an acceptable rating, the technical factor submissions must demonstrate technical capability in the same or similar magnitude and complexity outlined in the Statement of Work. The offeror shall also provide all certifications to perform Inspection, Testing and Maintenance (ITM) for the National Fire Protection Association (NFPA) standard 1852 “Selection, Care and Maintenance of Open-Circuit Self-Contained Breathing Apparatus (SCBA) with their Request for Quote (RFQ).
Factor 2 – Price. Price will be scored or rated. Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3(a). Through these techniques the Government will determine whether prices are reasonable.
The Government will evaluate its Option to Extend Services (see FAR Clause 52.217-8) by vadding six (6) months of the Quoter’s final option period price. Evaluation of 52.217-8 shall not obligate the Government to exercise the option(s) to extend the services, unless the Contracting Officer determines it to be necessary.
Quoters responding to this solicitation are advised that, prior to award, the Government may request Quoters to submit substantiating information/data to support price reasonableness if it is warranted. Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Evaluation of Option to Extend Services under 52.217-8. For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services, provided under FAR 52.217-8, as follows:
by adding one-half of the Quoter’s final 12-month period prices to the total proposed price. Thus, the Quoter’s total price for the purpose of evaluation will include the 60-month term plus an additional six-month period. Quoters will not quote a price for this additional six-month period. The evaluation will consider the possibility that the option can be exercised at any time during any contract performance period and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract.
d. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
