About this file
This is a GSA memo documenting the justification for absence of competition for lease GS-04P-LMS02637, as the net annual rent does not exceed the Simplified Lease Acquisition Threshold (SLAT) of $250,000. The memo concerns a succeeding lease for the Department of Justice US Marshal Service (USMS) located at US Customs Office, 14108 Customs Blvd., Gulfport, MS 39503, for 4,100 RSF/ABOA SF of office space and parking for 14 government vehicles.
The lease terms include a 120-month total period with 60 months firm, with an estimated annual rent of $158,663.90. USMS has occupied the premises since August 1, 2005 under the current lease (GS-04B-45052) which expires July 31, 2025. The justification notes that competitive procurement would incur unnecessary build-out and relocation costs while disrupting agency operations. The memo is dated April 19, 2024 and was prepared by GSA Broker Contractor Lindsey Stegall and approved by Lease Contracting Officer Eugene Wright.

Agency’s use of the property and its operations.
If other space was leased through the competitive process, the Government would incur build-out and relocation costs for a short-term lease. Not only does such a move create enormous administrative hardships, but it will also significantly interrupt the agency’s operations.
