About this file
This document provides critical information for offerors submitting proposals in response to solicitation number 3FNC-B3-003001-B for Comprehensive Furniture Management Services under Schedule 71-II-K. The solicitation seeks proposals for a standing multiple award schedule contract to provide furniture management services to federal agencies. Offerors must map all identified SCA-eligible labor categories to the appropriate SCA code and title using the required spreadsheet format. Pricing proposals must take into consideration prevailing wage rates. Proposals submitted after December 4, 2018 must include attachments from Refresh 32 of the solicitation dated December 4, 2018. The General Services Administration will evaluate proposals in the order received, but may prioritize certain proposals when an agency requests expedited review for an urgent requirement or when a new product or service is needed. To be considered for priority, offerors must submit supporting customer documentation. Only small businesses can receive small business set aside contracts by representing they meet size standards for each special item number. The period of performance is five years with options to extend for three additional five-year periods.

CRITICAL INFORMATION SPECIFIC TO SCHEDULE 71-II-K
3FNC-B3-003001-B - REFRESH # 35
The information provided in this document is specific to Schedule 71-II-K. Before submitting your offer, please ensure you have met all of the requirements outlined in this document that are applicable to the services you are offering, as well as any other applicable general requirements listed in the solicitation attachments (e.g. Information and Instructions to Offerors, Commercial Sales Practices Format, etc.).
1) The GSA Multiple Award Schedule (MAS) program has recently experienced a tremendous increase in new offers. Due to the large number of new offers currently in process, it could take up to 9 months before your offer is evaluated.
2) GSA's practice is to evaluate offers in the order in which they are received. However, GSA may give priority to processing certain offers when circumstances dictate, such as when a federal agency Contracting Officer specifically requests an expedited offer review in order to meet a pending requirement that will be procured under the MAS program, or when there is a need for GSA to bring strategically critical new products or services to market in order to meet federal customer needs. In order for your offer to be considered under any of these unique circumstances, you should submit detailed customer correspondence and any other supporting documentation that fully explains all factors involved.
3) In order to be eligible for award as a small business, an offeror must represent in good faith that it is a small business concern for each SIN and corresponding NAICS code included in the offer. At the time of award, the Government will determine the business size to be “Small Business” when it is confirmed that the offeror is properly classified as a small business for all awarded SINs. If the Government has determined that an offeror is not a small business for any of the awarded SINs, then the business size will be determined to be “Other than Small Business”.
4) PRICE PROPOSAL and SCA Matrix: All identified SCA eligible labor categories must be mapped to the appropriate SCA Equivalent Code and Title (available at http://www.wdol.gov). Utilize the spreadsheet format referred to as SCA Matrix in the solicitation. All offerors should be taking into consideration wage determination rates when submitting proposed pricing.
5) Any offer submitted after December 4, 2018 MUST be submitted with attachments from the Solicitation dated December 4, 2018 (Refresh No. 32). Offers received after February 25, 2016 that includes versions of attachments dated prior to Refresh 32 will be rejected as nonresponsive.
