About this file

This is a Justification for Other Than Full and Open Competition document for a succeeding lease under the General Services Administration (GSA).

The Social Security Administration (SSA) requires continued occupancy of 53,105 ABOA/56,311 rentable square feet (RSF) of office space at 8501 West Sunrise Boulevard, Plantation, Florida under existing lease number GS-04B-LFL47876. The current lease expires August 23, 2026, with the succeeding lease commencing August 24, 2026 for a 10-year term. GSA seeks approval to negotiate with the incumbent lessor, 8501 W SUNRISE, LLC, without full and open competition based on statutory authority under 41 U.S.C. 3304(a)(1), implemented through FAR 6.103-1 and GSAR 570.402. The space must be located on contiguous floors. Market research conducted on May 28, 2026 using CoStar identified only two locations meeting requirements, with only the incumbent lessor expressing written interest in response to the June 2, 2026 SAM.gov advertisement posted for 21 days. The incumbent's proposed rental rate was redacted from the document. Recent market surveys indicate rental rates within the delineated area range from redacted to redacted per RSF, with a market midpoint of redacted per RSF. A cost-benefit analysis determined that relocation costs and duplication of tenant improvements would exceed the cost of remaining at the current location, generating total Government savings of a redacted amount. The lessor's performance has met Government expectations per GSAM 517.207(b). The Contracting Officer certified this justification as accurate and in the Government's best interest. The document has been concurred by the Competition Advocate, reviewed for legal sufficiency by the Office of General Counsel Real Property Law Division, and approved by the Head of Contracting Activity.

Revised MAR 2026

Justification for Other Than Full and Open Competition, Succeeding Lease

U.S. General Services Administration

PBS, Office of Leasing

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

PROJECT NUMBER: 3FL0486

Agency Name: Social Security Administration (SSA)

1. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.

The General Services Administration currently leases 53,105 ABOA/ 56,311rentable square feet (RSF) of office space at 8501 West Sunrise Boulevard, Plantation, FL under lease number GS-04B-LFL47876 for the Social Security Administration. The current lease expires on August 23, 2026. Approval is requested to negotiate a succeeding lease with the incumbent Lessor without full and open competition for continued occupancy at this leased location. The procedures for pursuing a succeeding lease are detailed in GSAR 570.402: Succeeding Leases.

2.

(INCLUDING ESTIMATED VALUE).

SSA submitted a continuing need letter on May 15,2026 for 56,311 rentable square feet of office and related space. Space must be located on contiguous floors.

This requirement is for 53,105 ABOA/56,311 RSF of space for to commence on August 24, 2026. The estimated cost of this lease is $ per rentable square feet per year for an annual cost of and a total contract value of $ .

The delineated area is defined as:

North: From the intersection of Sawgrass Expressway and Commercial Boulevard, proceed east on

South: Proceed west on Griffin Road until its intersection with S. Flamingo Road.

West: Proceed north on S. Flamingo Road and continue onto N. Flamingo Road until its intersection with Oakland Park Boulevard. Proceed west on W. Oakland Park Boulevard until its intersection with Sawgrass Expressway. Proceed north on Sawgrass Expressway until its intersection with Commercial Boulevard. There is no vacant Federal Space available.

($ /RSF x 56,311 RSF) x X10 years = $ Succeeding Total Value

3. IDENTIFICATION OF STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION.

41 U.S.C. 3304(a)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. This statutory authority is implemented through: FAR 6.103-1 (GSA Class Deviation RFO- 2025-06) and GSAR 570.402. In accordance with GSAR 570.402, use of the sole source authority is appropriate where it is determined that award to any other offeror would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.

4.

NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED.

It is in the best interest of the Government to remain at the current location. Award to other than the current Lessor would require relocation of the entire requirement and would cause SSA to incur move and replication costs that would not be recovered through competition. Relocation costs are estimated to be $ . Additionally, this allows the Government to make use of existing tenant improvements, avoiding replication costs of $ . A cost-benefit analysis was completed following the procedures set forth in GSAR 570.402-6. The cost of relocating SSA using the low-cost quote exceeds the cost of remaining at 8501 West Sunrise Blvd, Plantation, Fl. The total savings to the Government is

5. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS

MANY POTENTIAL SOURCES AS IS PRACTICABLE.

Per the requirements of GSAR 570.402, the GSA Lease Contracting Officer placed an advertisement on the Contracting Opportunities domain of SAM.gov on June 2, 2026, for 21 days. In addition, Public Properties conducted market research using Costar and outreach to local brokers.

6. DEMONSTRATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE

GOVERNMENT WILL BE FAIR AND REASONABLE.

Recent market surveys conducted by Public Properties in Plantation, FL showed the rental rate within the delineated area ranges from - per RSF. The market midpoint for this REIS market is $ per RSF.

Therefore, the proposed rental rates for this succeeding lease of $ /RSF, are within the current market range for this submarket and are deemed fair and reasonable by the GSA Lease Contracting Officer.

7. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND THE RESULTS.

GSAR 570.402-5 allows for negotiation with the incumbent Lessor when a cost-benefit analysis shows that the Government cannot expect to recover relocation and duplication costs through competition.

On May 28, 2026, Public Properties conducted market research using CoStar and identified only two (2) locations including the incumbent location Additional properties with smaller footprints are available and were utilized for market research purposes.

In addition, PBS posted an advertisement conforming to GSAR 570.402-2 on the Contract Opportunities domain of SAM.gov website on June 2, 2026. GSA received one (1) expression of interest in response to the advertisement, from the incumbent lessor only.

indicated that the rate would be $ per RSF.

See Figure 1 below for the results of the market research and SAM.gov advertisement, including the incumbent.

ACQUISITION.

10. STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME

ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION.

There are no systemic barriers to competition. If the agency has a continuing need for space upon lease expiration, GSA will follow all authorities, regulations and policies applicable to lease acquisition. Should there be remaining useful life in the tenant improvements, the Government will consider the cost of moving from the existing location, and the cost to build out new space when deciding whether to undergo a competitive action.

if applicable, to eliminate unnecessary agency space requirements that may be deemed unduly restrictive.
