SpeedDealer Overview
• SpeedDealer Phase will make use of Prototype Other
Transaction Agreements (OTAs)
• Government plans to award zero to three Prototype OTAs

• To be eligible for award the following conditions must be met
• The demonstration must be able to be completed within the period stated within the solicitation (currently planned to end on 30 Sep 20)
• In accordance with 10 U.S. Code § 2371b, the Offeror’s proposal must satisfy at least one of the following conditions to be considered for a 3DELRR OTA award:
• (A) There is at least one non-traditional defense contractor or nonprofit research institution participating to a significant extent in the prototype project; or
• (B) All significant participants in the transaction other than the Federal Government are small businesses (including small businesses participating in a program described under Section 9 of the Small Business Act (15 U.S.C. 638)) or non-traditional defense contractors; or
• (C) At least one third of the total cost of the prototype project is to be paid out of funds provided by sources other than the Federal Government
SpeedDealer OTA Award Eligibility
• Offeror’s overall proposal will be assessed from a holistic point of view using technical/risk rating scale
• Benefit defined as an aspect of an Offeror’s proposal that meets or exceeds desired capabilities or expectations
• Shortcoming defined as an aspect of an Offeror’s proposal that does not meet desired capabilities or expectations

Adjectival Rating
Description
Good The Offeror’s proposal has benefits that far outweigh any shortcomings.
The risk of unsuccessful Agreement performance is very low.
Acceptable The Offerors proposal has benefits that outweigh any shortcomings.
The risk of unsuccessful Agreement performance is low.
Marginal The Offeror’s proposal has benefits that offset the shortcomings.
The risk of unsuccessful Agreement performance is medium.
Unacceptable The Offeror’s proposal has one or more shortcomings that are not offset by benefits.
The risk of unsuccessful Agreement performance is high.
• In accordance with 10 U.S. Code § 2371b(f)(1), after successful completion, a follow-on production contract or transaction may be initiated with the Offeror for a quantity of up to 35 3DELRRs
• This decision is at the sole discretion of the Government, and successful completion does not guarantee that a production contract or agreement will be awarded.
• Any Prototype OTA shall contain a provision that sets forth the conditions under which that agreement must be successfully completed
• The Government currently intends to define successful completion as:

• Used to assess maturity of system in selecting follow-on awardee

• Used to scope Operational Test & Evaluation effort for follow-on contract
Radar System Technical Review (1 of 2)
• Conduct Radar System Technical Review
• Tailored combination of Critical Design Review, System Verification Review, and Production Readiness Review
• Provides understanding of the technical design, performance, manufacturing readiness, and cost of the radar system
• Used to assess performance, manufacturability, maturity, and cost of system in selecting follow-on awardee
• Expectation is no later than 90 calendar days after agreement award and prior to demonstration
• Expectation is for a five-day review
• Exact dates will be negotiated at the time of agreement award
• Conference calls for planning activities, est. bi-weekly until review

• Deliver an estimated unit cost for the procurement of thirty-five (35) production radar systems
Radar System Demonstration (1 of 2)
• Support Radar System Demonstration
• Live-fly system performance demonstration designed by the
Government
• Will include calibrated targets, operationally relevant surrogate targets, with and without Electronic Attack
• Conducted at Contractor far field range and/or Government range
• The Government will conduct all events and analyze data against truth data
• Contractor will operate and maintain system during demonstration
• Military Operators and Maintainers will observe the live-fly system performance demonstration and any maintenance performed
• Contractor is responsible for recording all radar performance data and delivering it to the Government for analysis daily
• Government requires early delivery of radar data samples in agreed format and software to read for dry runs prior to start of demonstration
• Previously completed testing will be used to construct tailored demonstration

• Conduct maintainability/testability demonstration of Government selected items using Technical Orders
• Military Maintainers will observe the maintenance demonstration
• Actions are limited to Organizational level maintenance
• Actions will be composed of a Government selected list of remove/replace actions periodic inspections/maintenance and/or time change items actions
• Observation of performance monitoring and fault isolation will be included
• All maintenance observation, and recorded data shall be used for
Government reliability, availability, and maintainability (RAM) analysis.
