DEPARTMENT OF THE AIR FORCE

OKLAHOMA CITY AIR LOGISTICS COMPLEX

TINKER AIR FORCE BASE OKLAHOMA

12 April 2021

MEMORANDUM FOR AFSC/PZIM

FROM: OC-ALC OBCA

SUBJECT: Sole Source Justification for P21-021 3D Printer Upgrade

1. New rapid tooling for repairs require higher mechanical strength, chemical, and temperature requirements (such as chemical resistance for use with plating) necessitating upgrading existing machine capabilities. The Antero and Nylon CF materials for the Fortus 450mc machines satisfies additional tooling materials requirements. Antero material type is extremely difficult to print without the heated enclosure type that is patented and proprietary to Stratasys machines. Nylon

CF has other unique strength and material properties to meet requirements for other new rapid tooling for repairs.

2. Stratasys, Inc. is the Original Equipment Manufacturer (OEM) of the Fortus 3D printers. The

Stratasys Client Engagement Representative for South and Southeast US was asked about distributors. Stratasys responded that they do not use distributors and they retain exclusive data rights on the Fortus printers.

3. Therefore, it is requested that Stratasys equipment and hardware be procured for this acquisition to meet all the requirements of the program office and subsequently the warfighters.

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and

System for Award Management (SAM) databases using North American Industry Classification

System (NAICS) Code (333249) looking for companies that could provide Stratasys 3D Printer hardware upgrade, installation, and training. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Stratasys 3D Printer hardware upgrade, installation, and training. Applicable mandatory sources were reviewed including AFWAY, the

Enterprise Software Initiative (ESI) website, and GSA. The 3D Printer and hardware are not provided by ESI, AFWAY, NETCENTS or GSA. The Original Equipment Manufacturer

(OEM), Stratasys, retains exclusive data rights for the Fortus printers. Stratasys has refused to sell their data rights. Stratasys products and services must be purchased directly from Stratasys

Inc. The government will continue to monitor and search the market for manufacturers and distributors that are capable of providing these products or services to the government.

6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem a single source is reasonably available.
