STATEMENT OF WORK (SOW)

FOR

USCG Station Kenosha Abate Asbestos and repair drywall

Coast Guard Station Kenosha, P/N: 25828384

1.0 GENERAL

The United States Coast Guard (USCG) is seeking a qualified contractor to perform an asbestos abatement project at USCG Station Kenosha located 5036 4th Ave Kenosha, Wi.

53140 Station Kenosha is a working Coast Guard Station and will remain in operation during the project.

Bidders are responsible for visiting the site to field verify existing conditions and determine actual dimensions and the nature of the work required. Failure to visit the site does not relinquish the bidder from determining the extent and scope of the work required and estimating the difficulty and cost to complete the project.

A site visit for all interested parties is scheduled as below. All interested offerors must arrive no later than five minutes prior to the start time indicated in order to allow coordination by the COR.

The USCG Station Kenosha Engineering Petty Officer, Joseph Frissora, will be the USCG’s Onsite Representative for this project.

2.0 BACKGROUND

The USCG Station Kenosha building (RPUID 11745) was built in 1934. There is water damaged asbestos-containing drywall/joint compound in the second-floor restroom that requires abatement and repair.

3.0 OBJECTIVE

Abate asbestos containing drywall & joint compound in the second-floor restroom. Remove and replace damaged drywall. Prepare the space for painting.

4.0 DOCUMENTATION

Asbestos inspection report (completed 8/30/2023)

5.0 SCOPE

This project is to abate damaged asbestos containing drywall and joint compound in the second-floor restroom at USCG Station Kenosha.

This project includes removing and replacing all damaged drywall/joint compound in the restroom and preparing the space for painting.

The area to be abated and repaired is approximately 200sqft (estimate only; contractor is responsible for verifying all dimensions).

Not included in the scope of this project:

• Painting.

5.1 PROJECT PHASING

USCG Station Kenosha is an active Coast Guard Small Boat Station that is manned 24-hours a day. The station will remain in operation for the duration of this project; therefore, portions of the project will need to be coordinated with USCG personnel to minimize interference with unit operations.

The second floor of the building is used as barracks and sleeping quarters for on-duty crew members. One entrance to the barracks must always remain available for use by the USCG.

The room where the repairs are to take place is in the barracks passageway there is an entrance to access this floor of the building on both ends of the hallway, one entrance must always be accessible.

5.2 HAZARDOUS MATERIAL ABATEMENT

Remove the Asbestos Containing Materials (ACM) identified in the Asbestos Inspection Reports (See enclosures) in the areas listed in section 5.0 The only material identified as ACM within the structure is asbestos joint compound.

Proper containment of the abatement areas shall be installed as required to prevent any asbestos from entering areas within the station building that do not have ACM.

Unacceptable Practices: The following work practices shall not be used:

a. Mastic removing solvent shall not be used.

b. High-speed abrasive disc saws that are not equipped with point of cut ventilator or enclosures with HEPA filtered exhaust air.

c. Compressed air used to remove asbestos containing materials, unless the compressed air is used in conjunction with an enclosed ventilation system designed to capture the dust cloud created by the compressed air.

d. Dry sweeping, shoveling, or other dry clean up.

e. Employee rotation as a means of reducing employee exposure to asbestos.

Contractor shall ensure that all work is executed in accordance with all required local, State, and Federal codes. Prior to the start of work, obtain necessary permits and licenses in conjunction with asbestos removal, encapsulation, hauling, and disposition, and furnish notification of such actions required by Federal, State, regional, and local authorities. Notify the Regional Office of the United States Environmental Protection Agency (USEPA) Wisconsin environmental protection agency/Department of Natural Resources, and the Contracting Officer in writing 10

working days prior to commencement of work in accordance with 40 CFR 61-SUBPART M.

Submit copies of all notifications to the Contracting Officer.

All asbestos workers must have a current State of Wisconsin asbestos worker's license. Submit copies of all asbestos workers license/certification to the Contracting Officer.

The Contractor shall ensure that all hazardous waste generated by this project is disposed of in accordance with all local, state, and federal laws and regulations. The Contractor is responsible for preparing all disposal and shipping documentation/manifests, and container labeling, and shall provide copies of this documentation to the Contracting Officer.

6.0 SAFETY PROGRAM

The Contractor is wholly responsible for work site safety. The Contractor shall implement a safety program that protects the lives and health of personnel in the construction area and adjacent areas, prevents damage to property, and avoids work interruptions. The Contractor shall provide appropriate safety barricades, signs, signal lights, etc. as well as complying with the requirements of all applicable Federal, State and Local safety laws, rules, and regulations.

7.0 WASTE DISPOSAL

Upon completion of work Contractor shall guarantee site is cleaned and ready for final inspection before turning site back over to USCG personnel. All ACM that is removed, and debris caused from the project shall be removed from government property and disposed of at the Contractor’s expense in accordance with all local, State, and Federal regulations. The Contractor shall not use Coast Guard dumpsters or any waste receptacles for disposal of debris.

The Contractor shall comply with all local, State, and Federal environmental regulations dealing with the generation, management, storage, and disposal of solid, toxic, and hazardous wastes.

The Contractor shall ensure that all wastes are properly containerized, labeled & placarded, managed, tested, stored, documented/manifested, transported, and disposed of in accordance with all applicable regulations.

The Contractor shall provide the Contracting Officer with signed and fully executed originals of all hazardous waste profiles, test results, hazardous waste manifests and/or other shipping papers, asbestos disposal documents, and all other required documentation.

8.0 LANDFILL APPROVAL

The Contractor shall provide the Contracting Officer with evidence that the landfill is approved for asbestos disposal by the U.S. Environmental Protection Agency, Region 5 and local regulatory agencies.

Submit a copy of the waste shipment records within one day of the shipment leaving the project site.

Within three working days after delivery, submit detailed delivery tickets, prepared, signed, and dated by an agent of the landfill, certifying the amount of asbestos materials delivered to the landfill.

9.0 TRANSPORTER CERTIFICATION

The Contractor shall provide the Contracting Officer with written evidence that the transporter is approved to transport asbestos waste in accordance with the DOT requirements of 49 CFR 171, 49 CFR 172 and 49 CFR 173 as well as registration requirements of 49 CFR 107 and all other local, State, and Federal regulatory agency requirements.

10.0 SUBMITTALS

a) The Contractor shall provide the Contracting Officer with copies of all US/Wisconsin

EPA/Wisconsin DNR notifications 10 working days prior to commencement of work.

b) The Contractor shall provide the Contracting Officer with copies of all asbestos workers Wisconsin license/certifications.

c) The Contractor shall provide the Contracting Officer with signed and fully executed originals of all hazardous waste profiles, test results, hazardous waste manifests and/or other shipping papers, asbestos disposal documents and all other required documentation.

d) The Contractor shall submit a copy of the waste shipment records within one day of the shipment leaving the project site.

e) The Contractor shall provide the Contracting Officer with evidence that the landfill is approved for asbestos disposal by the U.S. Environmental Protection Agency, Region 5 and local regulatory agencies. Within three working days after delivery, submit detailed delivery tickets, prepared, signed, and dated by an agent of the landfill, certifying the amount of asbestos materials delivered to the landfill.

f) The Contractor shall provide the Contracting Officer with written evidence that the transporter is approved to transport asbestos waste in accordance with the DOT requirements of 49 CFR 171, 49 CFR 172 and 49 CFR 173 as well as registration requirements of 49 CFR 107 and all other State and local regulatory agency requirements.

11.0 WARRANTY

Contractor shall provide a warranty for all parts and labor for a period of 12 months from the date of project completion/USCG acceptance of work. The Contractor shall, at no additional cost, make necessary replacements and/or repairs due to unsatisfactory workmanship that becomes apparent within 12 months of the project completion date.

12.0 CONTRACTOR PERSONNEL

Contractor shall provide a list of names of all on-site workers to the USCG for access to the facility. All Contractor personnel shall present valid ID to the watch stander at the entrance to the base.

13.0 QUALIFIED PERSONNEL

The Contractor shall provide qualified personnel to perform all requirements specified in this

SOW.

All asbestos abatement activities shall be performed by Contractor personnel who have been trained and certified to perform asbestos removal by the State of Wisconsin. All asbestos workers must have a current State of Wisconsin asbestos worker's license.

14.0 CONTINUITY OF SUPPORT

The Contractor shall ensure that the contractually required level of support for this requirement is maintained at all times. The Contractor shall ensure that all contract support personnel are present for all hours of the workday. If for any reason the Contractor staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Contractor shall provide e-mail notification to the Onsite Representative prior to employee absence. Otherwise, the Contractor shall provide a fully qualified replacement.

15.0 EMPLOYEE CONDUCT

There shall be NO SMOKING in any Coast Guard building.

Contractor’s employees shall comply with all applicable Government regulations, policies, and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees always present a professional appearance and that their conduct shall not reflect discredit on the United States or the Department of Homeland Security. The Project Manager shall ensure Contractor employees understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security.

16.0 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS

The Government may, at its sole discretion (via the Contracting Officer*), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons.

Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

17.0 PERIOD OF PERFORMANCE

The period of performance for this contract shall not exceed 90 calendar days from the date of award, unless otherwise approved by the Contracting Officer.

18.0 PLACE OF PERFORMANCE

The primary place of performance will be:

19.0 HOURS OF OPERATION

Contractor employees shall generally perform all work between the hours of 7:00 am and 4:30 pm, Monday through Friday (except Federal holidays) unless otherwise approved by the coast guard.

SATURDAY, SUNDAY, AND HOLIDAYS: The Contractor shall provide the Onsite Representative at least forty-eight hours advance notice prior to working on weekends or Federal holidays. The Government may reject any such request without impacting the completion time of the contract.

20.0 GOVERNMENT FURNISHED RESOURCES

The Government will not furnish any resources to the Contractor in support of this contract.

21.0 CONTRACTOR FURNISHED PROPERTY

The Contractor shall furnish all materials, equipment, and services necessary to fulfill the requirements of this contract.

22.0 GOVERNMENT ACCEPTANCE PERIOD

The Onsite Representative will review deliverables prior to acceptance and provide the Contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the Onsite Representative will send an e-mail to the Contractor notifying it that the deliverable has been accepted.

The Onsite Representative will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the Onsite Representative of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.

The Contractor shall have 10 business days to make corrections and redeliver.
