STATEMENT OF WORK (SOW) FOR

PCS-400 RADAR SIMULATOR SIMULATORS

1.0 GENERAL

1.1 BACKGROUND

The United States Coast Guard (USCG) Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC), located at 4000 Coast Guard Blvd, Portsmouth, VA 23703, requires replacement radar simulator units for existing PCS-200 Radar Simulator units. Buffalo

Computer Graphics (BCG) model PCS-200 simulator is end-of-life, with no support available. BCG stopped sales of the PCS-200 in 2017 and discontinued repairs and support in 2022. The PCS-200 was replaced by the PCS-300, which reached end-of-sales life in 2025. BCG’s current model, the

PCS-400, was released in 2025 with an updated hardware/software design and was designed to remain compatible with its predecessors. The PCS-400 currently has no planned end-of-life.

This acquisition will provide three (3) PCS-400 Radar Simulators as replacements for existing PCS-

200 Radar Simulator units at C5ISC. Each new unit can be controlled in standalone mode for direct operation, as well as in tandem mode for remote control by a third-party system, such as

WLM/WLB.

1.2 SCOPE

The scope of this Statement of Work is the procurement, delivery, configuration, documentation, and warranty support for three (3) PCS-400 Radar Simulators. Each PCS-400 shall be delivered as a new

Windows-based computer running Windows 11 Pro, or a USCG-provided Windows 11 Standard

Host Baseline/Image if directed by the Government.

Each PCS-400 shall include BCG’s Maritime Simulation Tool (MaST) operator interface, radar simulation software, one radar interface capable of producing a single radar video channel, one new radar cable set up to 20 feet, technical and operator documentation, and a one-year warranty.

The PCS-400 units shall be provided as replacements for the existing PCS-200 units, except for external cabling. The USCG may copy existing scenario files and Landmass Radar Databases from the existing PCS-200 units to the new PCS-400 units for transition purposes.

The Contractor shall provide phone and email support to assist the USCG with the unit changeover.

No monitors or keyboards are provided by the Contractor. The USCG will provide monitors, keyboards, and mice.

No travel or on-site support is included. Any on-site support requested by the Government shall be quoted and invoiced separately.

1.3 OBJECTIVE

The objective of this SOW is to acquire three (3) PCS-400 Radar Simulators to replace existing PCS- 200 Radar Simulator units at USCG C5ISC. The PCS-400 units shall provide radar antenna signal generation for interface to a real radar display or radar processor and shall use BCG’s Maritime Simulation Tool for operator control.

The acquisition shall provide PCS-400 units compatible with the existing PCS-200 units, support standalone and tandem operating modes, and include applicable MaST and radar simulation software license transfers.
