MAINTENANCE
1.0 GENERAL
1.1 BACKGROUND
Training Center (TRACEN) Petaluma requires specialized inspection, maintenance, and testing services for critical life-safety emergency equipment operated by the TRACEN Petaluma Fire Department. This equipment supports emergency response capabilities both on-base and within the surrounding mutual-aid communities.
This requirement encompasses two critical categories of life-safety equipment:
• Eagle Breathing Air Compressor: This system is the sole source of certified, high-pressure breathing air used to fill Self-Contained Breathing Apparatus (SCBA) cylinders.
These cylinders are vital for firefighter survival in toxic smoke and hazardous material environments.
• Hurst Hydraulic and eDRAULIC Rescue Tools (Jaws of Life): These specialized extrication tools must operate at 100% reliability to perform life-saving operations during motor vehicle accidents and structural collapse incidents.
1.2 SCOPE
The Contractor must provide all necessary labor, materials, equipment, and expertise to perform comprehensive maintenance, calibration, and safety testing on the specified firefighting and rescue equipment. The goal of this contract is to ensure all systems are certified to 100% operational capacity in accordance with manufacturer specifications and National Fire Protection Association (NFPA) standards.
1.3 OBJECTIVE
The Contractor must deliver a certified level of service that guarantees equipment reliability and personnel safety.
• Air Quality Assurance: The contractor must perform certified air quality testing on the Eagle Compressor. Firefighter breathing air must meet or exceed NFPA 1989 standards to prevent exposure to toxic contaminants, which can cause severe illness or operational failure during incidents.
• Hydraulic Tool Certification: All Hurst tools must undergo pressure testing, fluid exchange, blade/jaw inspection, and overall performance calibration to guarantee they function at maximum rated capacity.
• Performance Period: All services outlined in this SOW must be performed during the first week of September, on a specific date mutually agreed upon in writing by the Contractor and the Government Technical Representative at least 10 business days in advance.
• Contractor Qualifications: The contractor must be a factory-certified technician authorized to service Hurst rescue tools and Eagle compressor systems.
