The Government may direct removal of any contractor employee for misconduct or security reasons without relieving the contractor's obligation to maintain service levels. STATEMENT OF WORK (SOW)
FOR
Gutter Cleaning Service in Military Housing
1.0 GENERAL
1.1 BACKGROUND
U.S. Coast Guard (USCG) Training Center (TRACEN) Petaluma located at 599 Tomales Road Petaluma; CA 94952 is the Coast Guard’s largest West Coast Training Center. Our graduates are the latest chefs, medics, storekeepers, yeoman, information systems technicians, electronics technicians, operations specialists, and aviation survival technicians (AST). We are also home to the Coast Guard Leadership Development Center’s Chief Petty Officer Academy.
1.2 SCOPE
The scope of this project is to clean, flush, and inspect the gutters and downspouts of the designated TRACEN housing units to ensure proper drainage and system functionality.
1.3 OBJECTIVE
This Statement of Work outlines the requirements for cleaning and flushing gutters and downspouts to ensure proper water drainage while adhering to strict safety standards. The contractor must perform these services on both the first and second levels for housing units 305, 306, 308, 309, and 400 through 405. Additionally, the same services must be completed exclusively on the second level for units 413 through 418, 430 through 433, and 701 through 715.
1.4 SITE VISIT
Bidders are encouraged to conduct a site visit prior to submitting their proposals. To schedule a site visit, interested parties must coordinate with Isaiah Ashton-Baker via email at Isaiah.R.Ashton-Baker@uscg.mil. Site visits will be hosted on July 14, 2026 from 0900- 1100 PST. Visitors must provide Government issued Identification, Driver’s License, registration of vehicle and proof of insurance
2.0 SPECIFIC REQUIREMENTS/TASKS
2.1 TASK ONE. SITE SAFETY SETUP
Ensure secure access to rooflines using appropriate personal protective equipment (PPE), ladders, or lifts. The contractor must establish a ground safety perimeter below the active work zone to prevent hazards from falling debris.
2.2 TASK TWO. DEBRIS REMOVAL
Manually clear all leaves, sediment, and solid debris from designated gutters and downspout openings. Immediately place all cleared material directly into waste bags; do not discard debris onto the ground or surrounding landscaping.
2.3 TASK THREE. CLEAN THE GUTTERS IN FOLLOWING HOMES
The Contractor must clean the gutters in housing following the guidance listed below:
2.3.1 Group A (Clean All Levels): Buildings 305, 306, 308, 309, 400, 401, 402, 403, 404, 405.

2.3.2 Group B (Clean Second Level Gutters ONLY): Buildings 413, 414, 415, 416, 417, 418, 430, 431, 432, 433, 701, 702, 703, 704, 705, 706, 707, 708, 709, 710, 711, 712, 713, 714, 715.
2.4 TASK FOUR. FLUSH GUTTERS AND DOWNSPOUTS
Flush all gutters and downspouts with water to clear any remaining debris, and verify that the system flows freely and discharges properly at the ground level.
2.5 TASK FIVE. SITE CLEANUP
Remove all bagged debris from the property and thoroughly clean any building exteriors, walkways, or ground areas impacted during the process. The site must be returned to its pre-work condition prior to final inspection.
2.6 TASK SIX. DAMAGE REPORTING
Report any damaged or deteriorating gutters, hardware, or downspouts immediately upon discovery to ensure timely repairs can be coordinated.
3.0 CONTRACTOR PERSONNEL
3.1 QUALIFIED PERSONNEL
The Contractor must provide qualified personnel to perform all requirements specified in this
SOW.
3.2 CONTINUITY OF SUPPORT
The Contractor must ensure that the contractually required level of support for this requirement is maintained at all times. The Contractor must ensure that all contract support personnel are present for all hours of the workday. If for any reason the Contractor staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Contractor must provide e-mail notification to the Government Technical Representative prior to employee absence. Otherwise, the Contractor must provide a fully qualified replacement.
3.3 EMPLOYEE IDENTIFICATION
3.3.1 Contractor employees visiting Government facilities must wear an identification badge that, at a minimum, displays the Contractor name, the employee’s photo, name, clearance-level and badge expiration date. Visiting Contractor employees must comply with all Government escort rules and requirements. All Contractor employees must identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.
3.3.2 Contractor employees working on-site at Government facilities must wear a Government issued identification badge. All Contractor employees must identify themselves as Contractors when their status is not readily apparent (in meetings, when answering Government telephones, in e-mail messages, etc.) and display the Government issued badge in plain view above the waist at all times.
3.4 EMPLOYEE CONDUCT
Contractor’s employees must comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at

Government facilities. The Contractor must ensure Contractor employees present a professional appearance at all times and that their conduct must not reflect discredit on the United States or the Department of Homeland Security. The Project Manager must ensure Contractor employees understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security.
3.5 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS
The Government may, at its sole discretion (via the Contracting Officer*), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons.
Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.
4.0 OTHER APPLICABLE CONDITIONS
4.1 SECURITY
Contractor access to classified information is not currently required under this SOW
4.2 PLACE OF PERFORMANCE

4.3 HOURS OF OPERATION
Contractor employees must generally perform all work between the hours of 0800 through 1530 PST, Monday through Friday (except Federal holidays). However, there may be occasions when Contractor employees must be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this SOW.
4.4 TRAVEL
Contractor travel must not be required for this requirement.
5.0 GOVERNMENT FURNISHED RESOURCES
The Government will not furnish any resources to the Contractor in support of this contract.
6.0 CONTRACTOR FURNISHED PROPERTY
The Contractor must furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in SOW 2.0 and SOW 5.0.
