STATEMENT OF WORK (SOW)

FOR

RENTAL OF VESSEL FOR TACTICAL OPERATIONS COURSE

1.0 GENERAL

PURPOSE. The purpose of this contract is to rent a facility that will enable USCG Special Missions Training Center (SMTC) to conduct the Tactical Operations Course (TOC). While SMTC resides on a DOD facility with ranges and shoot-houses equipped to support these courses, no on-base range facility replicates a large shipboard environment. Due to this absence of an accurate representation of a vessel or vessel-like training facility, SMTC opts for a contract solution to execute this course, otherwise the course would have to be cancelled.

1.1 BACKGROUND

The United States Coast Guard’s (USCG) Special Missions Training Center (SMTC) delivers a 12-week Tactical Operations Course (TOC) to prospective tactical operators, focusing on advanced combat marksmanship and close quarters combat skills, three convenings per year. Live-fire ranges and shoot houses are employed to deliver most of this training, except for the curriculum-required shipboard training. While SMTC resides on a DOD installation with ranges and shoot-houses equipped to support these courses, no on-base range facility replicates a large shipboard environment. Due to this absence of an accurate representation of a vessel or vessel-like training facility, SMTC opts for a contract solution to execute specific portions of this course.

1.2 SCOPE

TOC consists of three training days during a one-week period for each course convening and is scheduled three times in a 12-month period to allow thirty-six tactical operations students per class to learn shipboard close quarters combat skills. The training site is needed for nighttime training during the hours of 1730 to 0300 each night of training. SMTC will utilize nine days during the Base Year Period Performance and nine days during each Option Year Period of Performance. SMTC will provide the contractor a minimum of 14 days’ notice if the date will change for a specific course.

1.3 OBJECTIVE

SMTC’s TOC seeks to secure an annual contract beginning FY2024, with four option years, to utilize a large vessel three convenings, totaling nine training days per year, for night-time force-on-force training using non-lethal 9mm and 5.56mm marking cartridge ammunition in the interior and exterior spaces of a shipboard environment.

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 TASK ONE. Facility Location

The contracted vessel IS located within 60 miles of USCG SMTC, BB-326 Command Drive, Courthouse Bay, Camp Lejeune, NC 28542-0068.

2.4 TASK FOUR

The vessel must be made available to USCG Personnel ONLY between the hours of 5:30 PM to 3:00 AM EST each night. The vessel must also support the firing of 9mm and 5.56mm non-lethal marking cartridge ammunition in internal areas.
